: 10+ Years Professional Experience in Program/Project Management Position Summary:

The Manager, Program/Project II to provide high-level program management support to the Assistant Program Executive Officer for Engineering (APEO-E) team within PEO C4I. This role focuses on coordinating and

facilitating

the execution of enterprise engineering processes, technical reviews, and systems engineering governance across the portfolio.

The successful candidate will possess the ability to lead structured program efforts in support of Navy technical authority, certification processes, and engineering best practices. Key Responsibilities: Prepare, review, and

assist

with the implementation of systems engineering policies and procedures.

Support updates to the PEO Operations Guide (POG), E2C CONOPS, and governance charters such as SEB and PTRB.

Ensure alignment with NAVWAR 5.0 Engineering Technical Authority Manual (ETAM).

Draft, route, and manage official engineering correspondence including acquisition documentation, technical white papers, risk/issue assessments, and executive summaries.

Assist

in the review of acquisition documents and coordinate responses with engineering stakeholders.

Collect and prepare engineering initiative metrics for leadership reporting.

Serve as coordinator for the PEO C4I Technical Review Board (PTRB) and Enterprise Technical Risk Board (ETRB).

Manage meeting

logistics

, including invitations, agenda posting, read-ahead materials, and minutes.

Document and track outcomes and follow-up actions.

Assist

in the planning, scheduling, and documentation of Engineering Technical Reviews (ETRs).

Review and update action plans, risk registers, and close-out documentation for CHENG review.

Support identification and tracking of risks, issues, and technical opportunities across programs.

Track and respond to higher headquarters data calls, guidance, and documentation requests.

Coordinate responses using input from Lead Engineers and technical SMEs across program offices.

Maintain

an accurate

and up-to-date listing of PEO C4I Lead Engineers.

Required Qualifications: Bachelor’s degree in Business Administration

, Operations Research, Engineering, Computer Science, Information Systems, or equivalent field.

10+ years of professional experience in program/project management in a defense or engineering environment.

Active TS/SCI clearance

required

.

Experience supporting Navy engineering and acquisition programs.

Proficiency

in Microsoft Office and M365 collaboration tools, including SharePoint and Teams.

Strong organizational, documentation, and communication skills.

Preferred Qualifications: Master’s degree in engineering, systems management, or a related technical discipline.

Experience with NAVWAR, PEO C4I, or similar Navy acquisition engineering organizations.

Knowledge of Navy systems engineering processes, technical review boards, and certification practices.

Familiarity with the NAVWAR ETAM, SEB, PTRB, and ETRB processes.

Ability to

facilitate

enterprise-level coordination and reporting.
