General Description and Classification Standard sOversees and completes professional, technical and operational projects and assignments associated with the City of Atlanta's Water Distribution System; including program and project management, engineering design, distribution system investigation, plan review, permitting support, as-built documentation, records management, flow testing; valve operation and repair; and meter testing and repair. Supports the Department of Watershed Management (DWM) by developing information that supports decision-making across the enterprise; including Distribution, Engineering, Planning, Asset Management, Capital Improvement Project Development, Environmental Compliance, Billing, and Emergency Operations .This is an experienced, professional level position responsible for carrying out a wide variety of activities, with limited guidance or review. The position manages professional, technical, field, and administrative staff, including intermediate supervisors and/or team leaders. Staff may be City employees and/or consultants . Supervision Receiv edWorks independently and only reports to the supervisor when necessary approval or other direction is required. Direction provided is typically general and focused on operating objectives, managerial effectiveness and operating results; or specific and focused on an emergency, or time sensitive issu es These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Responsible for the day-to-day operation of the Office of Linear Operations' (OLIOs') engineering staff and select City crews; including engineering design, permitting support, as built documentation, records management, flow testing; valve operation and repair; and meter testing and repa ir. Manages, supervises and directs staff; including training, coaching and mentori ng. Serves as and oversees Program Managers, Project Managers, Construction Managers, Project Engineers and/or Design Engineers for water distribution system projec ts. Manages programs and projects to meet scope, schedule and budget objectiv es. Oversees the development and implementation of design and construction projects, including the preparation and review of scope, drawings, specifications, bid documents, task orders, work orders, cost estimates, and contract change documen ts. Oversees field investigations and construction inspections, resolves contract issues, and approves payment reques ts. Addresses engineering issues including main breaks, water supply, pressure, leakage, water loss, e tc. Provides technical assistance during emergencies, including prompt issuance of drawings and specificatio ns. Provides technical guidance with respect to engineering analysis and design, operational viability, and constructabili ty. Oversees the design, collection, and analysis of data for programs and projects including the development of budgets and repor ts. Develops guidelines for design, construction, inspection, program development and record retention; including the evaluation of methods, materials, technologies, data collection and data analys is. Provides general technical guidance to support DWM's operations, including Distribution, Leak Management, Asset Management, Water Distribution System Planning, Capital Improvement Project Development, Environmental Compliance, Bil1ing, and Emergency Operations. Responsible for responding to requests from citizens, council members, City employees, departments, organizations, etc., including providing support for community outreach effor ts. Decision Ma kingEstablishes work methods, timetables, performance standards, etc. Makes design and field decisions. May commit Department to act ion.Leadership Prov idedHas managerial authority over professional, technical, field, and administrative staff including intermediate supervisors and/or team leaders. Staff maybe City employees and/or consulta nts. Knowledge, Skills & Abili ties This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. Extensive knowledge of civil engineering, engineering design, and typical engineering practices; including a working knowledge of construction issues, techniques, and terminology; the ability to interpret and apply laws, regulations and guidelines; and the ability to manage multiple tasks in a changing environ ment. Ability to manage engineering programs and projects; including the ability to oversee and direct the design of engineering solutions, and the preparation of engineering drawings, specifications, and bid documents; and the ability to implement the efficient collection and analysis of data. Ability to manage employees and direct the work of others, including the ability to interact effectively with various personality styles; the ability to communicate effectively, both verbally and in writing; and the ability to establish and maintain effective working relationships with upper management, professional colleagues, employees, the public, and staff from other departments, divisions, and organizat ions. Ability to use Microsoft Office. Experience with project management software, CAD, GIS, and relational databases is highly desi tions -Education and Exp erience Bachelor's degree in civil engineering or in a relate d field Five (5) to seven (7) years of experience in design, construction, and/or project management related to water systems, and at least one (1) year of supervisory expe rience.Preferred Education & Exp erience Eight plus years of experience in design, construction, and/or project management related to water systems, and more than two (2) years of supervisory expe rience.Licensures and Certifi cationsProfessional Engineer (P.E.) license re quired.Water Distribution Operator's license is pr eferred Essential Capabilities and Work Envi ronment This is a partial listing of necessary physical, lifting and sensory capabilities required to perform the job successfully.
