Position Purpose
Lead the architecture, strategy, and modernization of the Enterprise Content Management (ECM) platform. Provide support in the development and creation of database system designs and architectures in line with the organization's technical needs. Support the current IBM FileNet platform, drive transformation to a cloud-based ECM system, and onboard new vendor-based solutions. Ensure scalable, secure, and high-performing content management and orchestration systems that meet enterprise standards.

• Develops proposed systems which meet the required database and interface specifications, based upon identified business needs
• Optimizes database administration tasks including configuration management, backup/recovery, performance tuning, monitoring, and space management
• Resolves critical problems across various tiers in the database systems
• Leads and communicates software development initiatives and plans related database changes including database upgrades and data migrations
• Remains abreast of current technology to provide both business and technical solutions based on business needs and specifications and deploys them into the production infrastructure following change management procedures
• Leads and directs the efforts to monitor, test, analyze and evaluate the existing infrastructure environment and optimize it based on resiliency, technological advancements, and cost
• Produces documentation on operational run books, business and technical solutions, and overall technology concepts
• Researches, identifies, designs and implements database upgrades and refresh programs
• Ensures that standard operating procedures are well documented in accordance with required standards and protocols
• Reviews trend analysis and determines best in class solutions regarding hardware and software resource management
• Performs other duties as assigned
• Complies with all policies and standards
  

Education/Experience
A Bachelor's degree in a quantitative or business field (e.g., statistics, mathematics, engineering, computer science) and requires 5 – 7 years of related experience.
Or equivalent experience acquired through accomplishments of applicable knowledge, duties, scope and skill reflective of the level of this position.
Technical Skills

• One or more of the following skills are desired.
• ECM Platforms IBM FileNet, OpenText Content Suite, or cloud-native document repositories (AWS S3, Azure Blob Storage).
• Workflow & Orchestration IBM Business Automation Workflow, Camunda, Apache Airflow, or similar.
• Application Development Java Spring Boot (backend), Angular/React (frontend), RESTful APIs / GraphQL integration.
• Cloud Platforms AWS (preferred), Azure; including EC2, Lambda, ECS/EKS, S3/Glacier, RDS/Aurora.
• Event-Driven / Messaging Kafka, RabbitMQ, AWS SNS/SQS.
• Analytics & Reporting Elasticsearch/Kibana, Splunk, Tableau, Power BI.
• Security & Compliance Role-based access, SSO/SAML, HIPAA compliance, encryption at rest and in transit, AWS KMS/Azure Key Vault.
• Experience with Jenkins
• Experience with Other GitHub or similar CI/CD technologies
• Experience with Other documenting software architecture and building frameworks for development teams

• AWS Certified Solution Architect OR Microsoft Azure Developer required

Pay Range $119,100.00 - $220,500.00 per year
Centene offers a comprehensive benefits package including competitive pay, health insurance, 401K and stock purchase plans, tuition reimbursement, paid time off plus holidays, and a flexible approach to work with remote, hybrid, field or office work schedules. Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law, including full-time or part-time status. Total compensation may also include additional forms of incentives. Benefits may be subject to program eligibility.
