Human Resources Administrator
VISTA Technology Services, Inc. is looking for a Human Resources Administrator to support our NAVSEA customer in Washington, DC.
The Human Resources Administrator will support the implementation of NAVSEA and Navy/DoD initiatives such as Human Capital Strategic Implementation, organizational strategy support, personnel management support, training support, operations support, travel support and human resources support. This will include:
Planning, implementing, and tracking progress against goals and metrics established in the PEO USC Human Capital Strategic Implementation plan.
Compile and summarize data required by the Human Capital Strategic Implementation Plan
Maintaining databases, and ensuring consistency across PEO USC
Assisting in establishing, classifying, and editing Position Descriptions (PD)
Uploading PDs into the current database; providing links to respective PDs; developing organizational charts and related documents consistent with the PEO and charter and mission/function statement and assisting with Military Personnel (MILPERS).
Assisting in developing military and civilian award nomination packages; perform analyses to determine the future need for talent across PEO USC.
Design a sourcing strategy to proactively identify and target specific talent pools and implement an onboarding strategy that will follow new hires from pre-hire through their first 12 months of employment.
Collaborate with organizational leadership to identify and develop competency models and career roadmap guidebooks for PEO USC’s most mission critical occupations.
Provide support to Executive Assistants and overall support to the corporate operations.
Provide expert support in the operation of the Defense Travel System (DTS) to include training, operation, tracking and administration; provide delinquency reports and assist with the review of payroll system entries and ensuring staff are complete and approved.
Position Requirements
Supervisory experience
Experience communicating with SES/Flag level personnel.
Experience with DoD/DoN procedures and Policies (DoD 5000 process); Naval Science and Technology (S&T) Strategies and Future Naval Capabilities (FNC) programs
Position Qualifications
Required: Bachelor's Degree in Engineering or Business Management discipline
Preferred: Master's degree in Engineering or Business Management discipline
Required: 10 years’ experience in Engineering or Business Management
Preferred: 5 years DoD/Navy program management, Government technical management, or corporate operations management
Desired/Preferred: Project Management Professional (PMP) Certification
