Our team members have proven experience leading strategic initiatives within the civilian Government agencies. Note: This position is pending award and selection therefore is contingent in nature. RCS is seeking an
HR Enterprise Architect
to be responsible for evaluating the Library's current human resources and payroll processes, personnel, systems, and business requirements.
This position requires the candidate to meet specific Security Clearance obligations (Public Trust) to work onsite in Washington, DC with flexibility for remote work subject to organizational approval. Relocation assistance is not available.
What you will do:
This position provides expert guidance on federal HR policies and operations, mapping those requirements to possible future-state architectures. Leads the assessment of the current HRIT environment, identifies gaps, and supports the analysis of commercial off-the-shelf (COTS) HRIT solutions and alternatives. Prepares documentation detailing functional and enterprise architecture requirements, and develops materials to support stakeholder briefings, alternatives analysis, and recommendations. Ensures all requirements align with federal law, policy, and best practices.
Required Qualifications/Education:
Clearance: Active Public Trust security clearance or the ability to obtain, particularly within the Library of Congress. Bachelors degree (Masters preferred) in Human Resources, Information Systems, Public Policy, or related discipline. Extensive experience in federal HR operations, HRIT, or enterprise architecture. Familiarity with HR business process optimization, data management, and systems analysis. HR certifications (e.g., SHRM-CP, HRCI) and technical credentials desirable. Experience preparing executive-level briefings and recommendations adeptly.
