IT Information Systems & Infrastructure Engineer III The State of Idaho Controller's Office (SCO) is an equal opportunity employer. This position is exempt from state classified service, and the rules of the Division of Human Resources and the Idaho Personnel Commission. This is an at-will position. GENERAL INFORMATION In this role, you will design, build and maintain scalable and secure cloud infrastructure through code. You'll embed security early in the development lifecycle, automate deployment, ensure compliance, and enforce infrastructure-as-code best practices across the organization. A successful candidate in this role will be experienced in modern software development programming languages, cloud technologies, database concepts and SQL, and has strong troubleshooting & problem-solving skills. Specific technologies include VPC, EC2, S3, Lambda, EKS, Terraform (OpenTofu), BitBucket Pipelines CI/CD, AWS ECS, AWS CloudFront, AWS CloudWatch, AWS CloudTrail, AWS CLI, Docker, Azure/M365, Jira etc. This engineer will collaborate with cross-functional teams, including product managers, designers, and other engineers, to create innovative solutions that drive the success of the company's products and services. Position will require participation in an on-call rotation for after-hours emergencies. KEY RESPONSIBILITIES As a Cloud Infrastructure Engineer, you will be responsible for building, maintaining & automating robust AWS/Azure M365 cloud environments that support SCO product & application development and deployments. Example of Duties: Cloud Infrastructure & Automation (AWS/Azure): • Build, and manage robust AWS cloud environments (VPC, EC2, S3, RDS, IAM, Lambda, EKS, etc.) using OpenTofu, AWS CloudFormation, or AWS CDK. • Create reusable modules/templates and maintain infrastructure version control and remote state logic. • Automate provisioning, scaling, and governance of AWS environments, including landing zones and multi-account setups. • Administer and support M365 environment, including Office, Exchange and Sharepoint. DevSecOps & CI/CD Integration: • Implement BitBucket CI/CD pipelines with embedded security gates and shift left testing. • Automate security scanning within CI/CD. • Enforce infrastructure policy-as-code with tools like OPA/Gatekeeper or Checkov. Familiarity with Security & Compliance (DevSecOps): • Define and enforce least privilege IAM, RBAC, encryption standards, MFA policies, and secure secrets management using AWS IAM, AWS KMS, AWS Secrets Manager. • Deploy and automate AWS security services such as GuardDuty, Security Hub, CloudTrail, Config, Inspector, Checkov and WAF for real-time threat detection and compliance reporting. Monitoring, Logging & Incident Response: • Implement full-stack monitoring and logging using AWS CloudWatch, CloudTrail, or ELK. Automate alerting and incident workflows, including auto-remediation scripts. • Conduct ongoing and post-mortem analysis to strengthen infrastructure reliability and security posture. Collaboration, Documentation & Training: • Work closely with development, operations, security, and compliance teams to embed a DevSecOps mindset organization wide. • Assist with documentation infrastructure designs, compliance measures, runbooks, and deployment SOPs. Provide training and knowledge transfer on AWS DevSecOps practices. Additional Functions: • Contributes to the positive performance of the computer services division and the office. • Demonstrates timely and consistent attendance (critical to this position). This is an in-office position. • Any additional duties as assigned by State Controller or his/her designee. Minimum Qualifications: Note: College coursework in the areas mentioned will count as experience • Experience with software development methodologies (Agile, Scrum, etc.). • 3–7+ years of experience working with AWS infrastructure, DevOps, or DevSecOps roles. • Strong experience in Infrastructure as Code using Terraform, AWS CloudFormation, or AWS CDK. • Proficiency with tools like GitLab CI/CD, GitHub Actions, BitBucket. • Expertise with AWS security and compliance services like GuardDuty, Security Hub, CloudTrail, Config, Inspector, IAM, KMS. • Expertise with Azure M365 platform migration, administration and support. • Scripting ability in Python, Bash, Go, or PowerShell for automation and remediation logic. • Strong documentation, communication, and training capability across technical and non-technical teams. Preferred Qualifications: • Bachelor’s or Master’s degree in Computer Science, Software Engineering, or a related field. • AWS certifications such as AWS Certified DevOps Engineer – Professional, AWS Security Specialty, or Solutions Architect Professional. • Familiarity with DevSecOps policy-as-code tools. • Experience with container/security scanning tools. • Experience integrating security scanning—including SAST, DAST, SCA, and IaC policy validation—into deployment pipelines.
