Top Secret Finance Position in Indianapolis, IN Advise on the Transfer of Function (ToF) of military pay (MILPAY) activity from Defense Finance Accounting Service (DFAS) Central Site to Army Human Resources Command (HRC), TAGD. Develop and implement policies, procedures, and controls to ensure MILPAY operations comply with DoD and Treasury regulations. Advise on work accomplishments and administrative information related to HRC, TAGD, MILPAY operations. Oversee planning and implementation of Army Military Payroll (AMP) capabilities within Integrated Personnel and Pay System-Army (IPPS-A). Develop performance metrics and monitor progress toward strategic objectives. Participate in senior level committees, conferences, meetings, and working groups on behalf of the Division Chief. Coordinate with DFAS, Treasury, and other stakeholders to resolve cross-agency issues. Supervise the assigned organization which consists of increasing numbers of professional administrative and financial management personnel. Evaluate the impact of legislative, policy, or procedural changes. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Please refer to the Additional Information section for further clarification. Must be able to obtain and maintain a Top Secret security clearance. One-year supervisory probationary period may be required. Specialized Experience : One year of specialized experience which includes recommending potential process improvements; preparing briefings to update and brief senior leaders; and directing the activity of a major subordinate command staff organization. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-14). Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
