Description WILSON COUNTY JOB DESCRIPTION

JOB TITLE: DEPUTY CLERK

FLSA: Nonexempt GENERAL STATEMENT OF JOB This position is responsible for but not limited to creating, coordinating, and maintaining a permanent record of Board actions and minutes ,including historical and current official records that legally required Board operational processes and procedures are followed. This position requires a high level of discretion and the handling of confidential information. This position works under the supervision of the County Manager. Description of Work

Essential Job Functions

Provides administrative support to the County Manager's Office. Provides backup to the Clerk to the Board. Prepares agendas for Board meetings; gathers information for agenda packets, notifies Commissioners, County staff, news media and other interested parties of dates and times of Board meetings; may administer oaths of office. Maintains records of County appointed boards and commissions and tracks needed appointments and tenure; prepares letters of appointment and re- appointment. Attends Board meetings; records, writes, publishes and indexes the official minutes and records of the Board of Commissioners. Utilizes Granicus agenda software; prepares follow-up correspondence to notify departments and/or individuals of actions of the Board. Performs a variety of administrative duties for the County Manager, Deputy County Manager, Assistant County Manager and Clerk to the Board. This includes independent composition, notes, correspondence, follow-up to Board actions, coordinating various special meetings, and conducting independent research and completion of information required; makes travel arrangements. Prepares and places notices and legal advertisements. Schedules meetings and prepares necessary support information for such meetings; keeps up with a variety of due dates and deadlines; insures that these are met. Assists the general public, County officials, and other departments by providing and interpreting a wide variety of information on the general operations and procedures in County government. Prepares and sometimes composes a variety of detailed resolutions, proclamations, ordinances, contracts, legal notices, reports, etc. Maintains confidentiality Communicates with the County Attorney on a variety of legal requests, issues, and contracts. Ensures all legal documents are properly routed and processed. Administers special projects for the County Manager and Board of Commissioners.

Minimum Education and Experience

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Preferred Qualifications High School Diploma and Associate's degree in Business or Public Administration, Finance, Paralegal Technology, or related degree and considerable advanced level executive administrative and clerk experience.

Licensing and Certifications: Notary Public or must obtain within six months Must attend and successfully complete courses from the UNC School of Government to obtain County Clerk Certification (NCCCC) within two years. Supplemental Information

Knowledge, Skills and Abilities

Thorough knowledge of North Carolina General Statutes and of local ordinances governing the responsibilities of County Clerks. Thorough knowledge of the organization and functions of the Board and County government in North Carolina. Thorough knowledge of office and administrative functions, policies, and procedures. Considerable knowledge of the application of office technology including knowledge of word processing, PDF, and spreadsheets. Considerable knowledge of standard modern office administrative practices, procedures; and of the principles of grammar, spelling, and composition. Working knowledge of the organization's budgeting, purchasing, and personnel practices. Ability to take notes of official meeting proceedings and to prepare accurate minutes reflecting the actions taken. Ability to organize and plan work to meet deadlines and a variety of needs of top County officials. Ability to develop and maintain a variety of productive and cooperative work relationships external and internal to the County. Ability to research, interpret, and compile records, reports, and a variety of data into required formats or established forms. Ability to communicate effectively in oral and written forms. Physical Requirements:

Must be physically able to operate a variety of automated office machines including computers and peripheral equipment, transcribers, copiers, facsimile machines, calculators, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Data Conception : Requires the ability to compare and/or judge the readily observable functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people, or things. Interpersonal Communication : Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates and assistants. Language Ability : Requires the ability to read correspondence, forms, records, technical study reports, invoices, grant applications, insurance reports and claims, balance sheets, minutes, etc. Requires the ability to prepare correspondence, reports, logs, forms, etc., using prescribed forms. Requires the ability to speak before groups of people with poise, voice control and confidence. Intelligence:

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables. Verbal Aptitude:

Requires the ability to record and deliver information and to follow and give verbal and written instructions. Must be able to communicate effectively and effectively in a variety of technical or professional languages including accounting, personnel and governmental terminology. Numerical Aptitude:

Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate percentages and decimals; to interpret graphs; and to compute discount, interest, profit and loss, ration and proportion, etc. Form/Spatial Aptitude : Requires the ability to inspect items for proper length, width and shape. Motor Coordination : Requires the ability to coordinate hands and eyes in using automated office equipment. Manual Dexterity : Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination. Color Discrimination : Does not require the ability to differentiate colors and shades of color. Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress and when confronted with people acting under stress. Physical Communication:

Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.

Special Requirement Possession of a valid North Carolina driver's license.
