General and Operations Manager/ Project Manager- SENIOR

Job Summary

B&A is seeking a highly motivated and talented General and Operations Manager (GOM), Senior to join our team supporting Navy programs. With a strong record of providing best-in-class service, B&A delivers innovative solutions to complex technical and program management challenges. The GOM serves as the deputy overall lead, manager, and administrator for the contracted effort, overseeing execution, resource management, and compliance with all program requirements.

Responsibilities

  • Act as deputy overall lead, manager, and administrator for assigned Navy contracts and programs.
  • Oversee contractor execution of all contract requirements, ensuring efficiency, compliance, and quality performance.
  • Manage the acquisition and employment of program resources to support mission objectives.
  • Lead planning, organization, direction, and execution of multiple Navy-related projects, including Interactive Electronic Technical Manuals (IETMs), Planned Maintenance Systems (PMS), and Computer-Based Training (CBT) development.
  • Provide program management leadership and expertise in defense acquisition and Navy program management.
  • Ensure effective communication with government stakeholders on program, technical, and contractual issues.
  • Mentor and guide program teams, ensuring successful delivery of products and services in support of Navy operations.

Education and Experience

  • BA/BS degree in Business, Engineering, Computer Science/IT, or other Technical Discipline.
  • Minimum of ten (10) years of professional experience.
  • At least five (5) years within the last eight (8) years must have been in support of defense acquisition or Navy program management.
  • At least seven (7) years of supervisory experience within the last ten (10) years.
  • At least eight (8) years of experience within the last ten (10) years planning, organizing, directing, and executing multiple projects related to IETMs, PMS, or CBT development.

Required Skills

  • Project Management Institute (PMI) Project Management certification
  • Agile Software Development/Management certification, or accredited college agile project management certification.
  • Demonstrated knowledge of acquisition policies and procedures, with experience applying requirements of the DoD 5000 series
  • Excellent verbal and written communication skills.
  • Ability and willingness to travel.

Desired Skills

  • Master's degree in Business Administration, Engineering, Computer Science, or related technical field.
  • Proven experience managing large, complex Navy acquisition or sustainment programs.
  • Expertise with DoD 5000 series acquisition policies and procedures.
  • Strong leadership and team management skills with a demonstrated track record of building high-performing teams.
  • Familiarity with Agile, hybrid, or digital transformation initiatives in defense program management.
  • Ability to manage risk, allocate resources effectively, and ensure successful program outcomes in fast-paced environments.
