The OCTO is seeking a resource responsible for developing model-driven PowerApps and canvas apps.

The Office of the Chief Technology Officer (OCTO) is the central technology organization of the District of Columbia Government. This role supports the Agency IT Financial group by building PowerApps solutions to manage contracts, licensing, and hardware solutions for OCTO.

Job Duties

Develop PowerApps model-driven and canvas applications. Rewrite and re-engineer legacy applications using Power Platform solutions. Integrate Power Platform applications with third-party services using Microsoft Power Automate, Logic Apps, and Dataverse APIs. Identify, develop, and deploy reports in Power BI. Produce complex reports and integrate Power BI reports and dashboards into PowerApps. Implement integration of PowerApps and Power Automate. Establish DevOps processes and build-test-release pipelines. Design, develop, secure, and manage solutions within the Power Platform ecosystem including PowerApps, Power Automate, and Power BI.

Document, build, and deploy Power Apps, Power Automate flows, and Power BI reports.

Complete technical scoping, ensuring accurate time allocation for tasks.

Develop logic apps with middleware automation using Power Automate.

Write D365 plugins, workflows, and Power Automate flows.

Create data integrations leveraging APIs or ETL tools.

Utilize PowerShell, SQL, JavaScript.

Work with RESTful APIs, integrating front-end interfaces with backend systems.

Provide ongoing support for custom applications within Microsoft Dynamics.

Perform unit testing and integrate work into code repositories.

Serve as a Power Platform SME, developing expertise and providing full lifecycle ownership.

Maintain and improve existing applications, fixing bugs and adding functionalities.

Participate in code reviews, explaining technical approaches.

Qualifications Required

5+ years in software development or data analysis. Strong knowledge of Azure Cloud, MS Power Platform, PowerApps, Power Automate, Power BI. Experience in PowerApps configuration, customization, and scripting. Advanced SQL Server Management Studio skills. Excellent communication skills. Attention to detail, self-motivated, experienced with agile methodologies. Bachelor's Degree in related field with 11+ years of experience, relevant Microsoft certifications (e.g., PL 400/600), and 3-5 years in defining requirements and developing with Power Platform.

Experience with C#, PowerShell, JavaScript, Webservices, APIs, JSON, Azure functions, Queue, Service Bus, Azure DevOps, and managing large datasets.

Additional Contract Job Responsibilities

Lead adoption or implementation of advanced technologies. Serve as a consultant on IT platforms or services. Create implementation, testing, or integration plans. Minimum Education/Certification:

Bachelor’s in IT or related field, with relevant certifications.
