General Summary Under the general direction of the Utilities Manager, the Senior Utility Maintenance Technician performs a wide range of skilled maintenance, repair, and operational duties related to the City's water and wastewater systems. This position provides field leadership by serving as a lead worker on complex assignments and guiding junior staff during daily operations. While this role may direct the work of others on-site, it does not have formal supervisory authority. Essential duties and responsibilities may include, but are not limited to, the following: • Leads and performs advanced troubleshooting and repairs of water meters, including residential and commercial systems. • Completes and documents service orders efficiently, ensuring accuracy and high levels of customer service. • Inspects, installs, tests, and replaces meters to meet utility standards and regulatory requirements. • Provides experienced support to plant operators, contributing to daily operations, maintenance, and regulatory compliance of water and wastewater treatment facilities. • Conducts routine and emergency maintenance on water distribution and wastewater collection infrastructure, including valves, hydrants, lift stations, and pipelines. • Performs system flushing, leak detection, and field repairs with minimal supervision. • Operates a variety of specialized tools and equipment, including utility trucks, valve exercisers, and line locators. • Responds independently to emergency service calls, including participation in on-call shifts during evenings, weekends, and holidays. • Coordinates and oversees more complex or large-scale contracted projects to ensure quality, compliance, and timely execution. • Ensures safety protocols and regulatory procedures are followed, including confined space entry and lockout/tagout practices. • Maintains accurate, detailed records of work performed and materials used in digital work order or asset management systems. • May be required to work on-call, evenings, or weekends. • Regular and reliable attendance is required. • This position is designated as essential during natural or manmade disasters and may be required to perform alternate duties to support public safety and continuity of City operations. Work is primarily performed outdoors in field environments and may involve confined spaces, working near traffic, pressurized systems, and exposure to loud noise, moving mechanical parts, dust, fumes, odors, chemicals, and extreme weather conditions. Education, Training and Experience Guidelines: Requires a high school diploma or GED, plus three (3) to four (4) years of experience in utility field operations, meter reading, infrastructure maintenance, or water/wastewater systems. A TCEQ-issued entry-level Water or Wastewater Operator Certification is preferred at hire. If not already held, an entry-level treatment license-such as a Water/Wastewater Operator License, Customer Service Inspector (CSI), or Backflow Prevention Assembly Tester (BPAT) -must be obtained within six (6) months, based on departmental needs. A TEEX Water Maintenance Technician certification may be considered as an alternative (non-state-sponsored). Equivalent combinations of education, training, and experience will be considered, along with the following:

FLEXIBLE SPENDING OPTIONS Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $518.00 annually to your HSA plan.
DENTAL INSURANCE The City offers employees dental insurance through Blue Cross Blue Shield. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum.
VISION The City offers vision insurance through EyeMed. EyeMed Vision plan offers benefits for eye exams, frames and lenses or contact lenses.
LIFE INSURANCE The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through The Standard.

The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.
DEFERRED COMPENSATION In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.
