Change Order Specialist (Civil Infrastructure | NYC DEP Projects)

We're seeking a seasoned Change Order Specialist to manage and negotiate change orders for a major civil infrastructure initiative at the Hillview Wastewater Treatment Plant. This is a full-time, on-site role offering the opportunity to work alongside a respected construction management team and gain valuable experience with DEP procedures and public sector project delivery.
About the Role
As a Change Order Specialist, you'll be responsible for preparing, reviewing, and negotiating change orders with contractors and stakeholders. You'll collaborate with engineers, project managers, and field staff to validate scope changes, perform quantity take-offs, and ensure compliance with contract terms and regulatory standards.
Key Responsibilities
Prepare, review, and negotiate change orders with contractors and stakeholders
Conduct detailed quantity take-offs to support cost estimates and change order validation
Collaborate with project managers, design engineers, and field staff to assess scope changes
Maintain accurate documentation of change orders and approvals
Use AutoCAD and Bluebeam to analyze design changes and support documentation
Ensure compliance with contract terms, project specifications, and DEP regulations
Support cost control and forecasting related to change orders
Mentor and train junior staff as needed
Qualifications
5-10 years of experience preparing and negotiating change orders
Strong understanding of contractor procedures, especially DEP protocols
Background in civil infrastructure projects (e.g., water, wastewater, utilities)
Proficiency in AutoCAD, Bluebeam, and Microsoft Excel
Excellent communication, documentation, and stakeholder coordination skills
Preferred Experience
Experience working directly with contractors on public sector projects
Familiarity with NYC DEP workflows and approval processes
Ability to manage multiple change orders under tight deadlines
Work Environment
100% on-site at the Hillview Wastewater Treatment Plant
Collaborative team environment with exposure to a leading CM firm

The pay range for this position is $77.00 - $77.00/hr.
