We are seeking an experienced
Design Review
Project/Construction Manager
with a Texas PE License for a full-time position located in Dallas, Texas.
Summary
The Project/Construction Manager will lead and oversee infrastructure projects involving traffic design, roads, bridges, drainage, utilities, and sewer systems. This role will support the planning, design, and construction phases of critical landside infrastructure improvements, ensuring projects are delivered safely, efficiently, and in compliance with aviation standards.
Key Responsibilities
Manage the lifecycle of infrastructure projects including design review, permitting, construction oversight, and project closeout. Oversee and coordinate complex traffic, drainage, water, wastewater, and utility infrastructure within an active airport environment. Review of design plans and specifications, project manuals, reports, and other documents associated with landside infrastructure airport projects. Manage all phases of the airport owner's study/design and construction projects, such as inspections, permitting activities, project closeout-outs to ensure all phase of design and construction are completed within plans and specifications, and also in accordance with the airport's Project Management Manual and with minimal interruptions to design and/or construction schedule Review technical documents including plans, specifications, and cost estimates, ensuring compliance with airport, local, state, and FAA regulations. Support consultant selection, contract negotiation, and bid evaluation; manage change orders, pay requisitions, and project budgets. Conduct site visits to ensure construction activities meet performance, safety, and quality expectations. Prepare scope of work presentations and technical documents for use in internal review and procurement. Attend internal coordination meetings, stakeholder briefings, and public presentations as needed. Maintain comprehensive project records and ensure alignment with airport capital planning and compliance requirements. Provide input during the design phase to ensure traffic and aviation impacts are considered and mitigated. Respond promptly and professionally to operational issues or concerns related to active projects. Perform field observations in all weather conditions and assist in emergency management response efforts if needed.
Requirements:
Active Texas PE License 8+ years of experience managing civil engineering infrastructure in or around transportation or landside airport environments Expertise in traffic design and airport-adjacent utilities a strong plus Knowledge of FAA regulations and public agency project management standards preferred Strong stakeholder communication and organizational skill Ability to navigate high-security, fast-paced operational environments
Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to moving machinery & mechanical parts, uneven ground, exposure to dust, gas or fumes, exposure to loud noise, and outside weather conditions.
Physical Requirements:
The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required. Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.
Other Requirements:
Possession of a valid state of residence driver's license with a clean driving record. Daily travel to and from construction sites, generally within 100 miles from the home office is expected. Short term, out of town, assignments may be required. Long term, out of town, assignments may be required, with advance notice of planned dates. May be required to work protracted and irregular hours to meet client's needs, including nights, overtime and weekends. All positions at Foster CM Group require an applicant who has accepted an employment offer to undergo a background check. Background checks may include, SSN/SIN validation, education verification, employment verification, criminal background check, fingerprint verification, and/or drug test.
