Principle Management Consultant
will serve as a subject matter expert in Information Technology (IT) acquisitions. This individual will develop and execute IT acquisition strategies that will enable client organizations to accomplish mission needs through the acquisition of IT Business Systems and Infrastructure..

Responsibilities
Plan and manage IT acquisitions leveraging innovative concepts or approaches where precedents do not exist. Deploy performance-based acquisition techniques and concepts, including the appropriate use of Statements of Objectives (SOOs) and Performance Work Statements (PWSs). Provide proactive business advice on requirements documentation based on analysis of requirements and performance-based approaches to find the best solution to satisfy mission requirements. Conduct market research, considering all available sources and methods of procurement. Prepare Requests for Information (RFIs) and facilitate Industry Days as appropriate. Advise clients on small business concerns and incorporating small business into the acquisition strategy. Prepare Independent Government Cost Estimates (IGCEs). Minimize Procurement Action Lead Times (PALTs) and procurement risks, including protest risk. Author and ensure both Technical Evaluation Criteria and Price Evaluation Criteria will enable the Government to properly select Best Value solutions. Develop and implement IT acquisition management procedures, tools, templates, activities, and infrastructure to align internal business practices with government-wide regulations and policies. Develop and maintain acquisition schedules from pre-award through contract award and transition. Develop and conduct training for Technical Evaluation Teams (TETs) and Price Evaluation Teams (PETs) in support of major acquisitions. Facilitate TETs and PETs, participate in the evaluation of vendor proposals, assist in the preparation of Technical Evaluation Memorandums, Price Evaluation Memorandums, and Best Value determinations. Ensures all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Facilitate contract kick-off and transition meetings between vendors and clients. Ensures compliance with contract terms and conditions. Advise and assist in the identification and resolution of contract or task order issues involving scope and compliance. Support Contracting Officer Representatives (CORs) with contract execution compliance activities such as periodic audit and deliverables evaluation, status of funds/burn rates, and analysis of advance liquidations. Facilitate contract performance management including managing the execution of the Quality Assurance and Surveillance Plan (QASP). Other duties as assigned. Qualifications
Requires 5-7 years of experience in Federal Information Technology (IT) Acquisitions. Bachelor's degree in related field. Experience contracting for complex IT services via FAR Part 8 (Federal Supply Schedules) and other Government-Wide Acquisition Contracts (GWACs). Knowledge, Skills and Abilities:
Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration, specifically those for IT acquisitions. Demonstrated acquisition planning experience from pre to post-award acquisition strategy across a portfolio of IT initiatives including IT as a service (e.g., IaaS, PaaS, SaaS). Experience conducting market research and knowledge of a wide range of contracting methods. Experience preparing Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objectives (SOOs), Request for Proposals (RFPs), and Request for Quotations (RFQs). Experience conducting Price Analysis and creating IGCEs. Experience facilitating Technical Evaluation Teams and drafting Technical Evaluation Memorandums. Knowledge/understanding of developments and new applications of information technology (hardware, software, telecommunications, licenses), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational needs. Knowledge of all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals. Working knowledge of the Federal Acquisition Regulation (FAR) and other supplements as applicable.
