The Executive Director is responsible for planning, organizing, directing, supervising and managing all functions arising in the course of development and operation of housing programs and other programs which may be undertaken by the Housing Authority.

Responsible for 120 Public Housing Units, 302 Housing Choice Vouchers, 10 Emergency Housing Vouchers, 15 Veterans Affairs Supportive Housing (VASH) Vouchers, 45 MN Bring It Home Vouchers, 20 Minnesota Housing Finance Agency (MHFA) Bridges Vouchers and 7 Minnesota Housing Finance Agency (MHFA) Reentry Vouchers. Executive Director will serve as the key liaison between the Housing Authority and the Department of Housing and Urban Development (HUD) and Minnesota Housing Finance Agency (MHFA). Provides training to other support staff to assist in administrative functions. Provides work direction and training to staff, as needed, and reviews work of that staff.
ESSENTIAL DUTIES & RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Administrative responsibilities including finances, budgeting, budget control, procurement, disposition of non-expendable equipment, personnel and applications for special funding needs (e.g. Capital Funds, Operating Funds, additional allocations, etc.). Supervises maintenance including buildings and grounds, facility care, upkeep of utility systems, and improvements and betterments. Responsible for contracting and reviewing of Independent Public Accountant Audits, Department of Housing and Urban Development (HUD) Audits/Reviews, along with clearance of any findings, errors or recommendations that may result from these reviews/audits. Supervises preparation of surveys, reports, applications and all other documents required for Department of Housing and Urban Development (HUD) or other agencies and organizations during various stages of development and management of all HRA projects. In accordance with established policy and procedures, the Director plans, organizes, directs, conducts or supervises the activities necessary to the successful operation of projects and programs; evaluates new policies and recommends changes to meet local conditions; formulates rules and regulations within established policy to promote efficiency, promote good relations, reduce costs and maintain control. Supervises tenant relations including taking applications, tenant selection and relocation. Performs the function of hearing officer for hearings and grievances that result from termination of tenancy and participation, denial of application, etc. Completes a sampling of Public Housing and Housing Choice Voucher Quality Control Inspections. Serves as a liaison to the Housing Authority Board of Commissioners, Department of Housing and Urban Development, community, Mayor, City Council, City Manager and such other persons and agencies as necessary for the operation of the Housing Authority’s programs. Informs the Mayor, City Council and City Manager as to the annual HRA budget and provides evaluation of any new programs proposed by the HRA. Resolves problems concerning the activities and needs of LRPH residents and coordinates community activities. Maintains appropriate contact with persons, agencies and jurisdictions on housing related issues. Hire and supervise all Housing Authority employees. Establishes performance standards for each full time employee and conducts performance reviews annually. Coordinates all leaves of absence and oversees return to work. Ensures compliance with employment law and related regulations. Conducts research, prepares reports and recommendations on complex issues and projects. Maintains confidential and non-confidential personnel files and records; ensures secure storage of all personnel records and dissemination of information in accordance with the Minnesota Data Practices Act. MINIUM QUALIFICATIONS Education & Experience Four (4) year degree from an accredited college or university in Public Administration, Social Science, Business Administration or other related program; or, An equivalent of ten (10) years of upper level housing experience. Necessary Knowledge, Skills & Abilities Knowledge of personnel policies and administrative practices, local, state and national housing programs, and the interrelationship of these programs. Ability to provide effective leadership for and maintain harmonious relationships within the Housing Authority. Ability to formulate, initiate and administer general controlling policies and procedures. Ability to plan, organize, direct and review the work of employees engaged in a variety of financial and related activities. Knowledge of the provisions of the Annual Contributions Contract, the Memorandum of Understanding’s between the HRA and the local governing body and Minnesota Housing Finance Agency programs. Knowledge of the principles of and techniques for financial management of housing, including budgeting and fiscal procedures, cost controls, maintenance and modernization and rent collection. Knowledge of civil rights, Fair Housing laws and executive orders applicable to the low income public housing program. Ability to communicate effectively, both written and orally. Excellent spelling, punctuation and vocabulary skills. Skilled in operation of the listed tools and equipment. Ability to meet and deal effectively with the public, department heads, other employees and public officials. Ability to attend occasional evening meetings. Special Requirements Must possess or be able to obtain Public Housing Managers Certification within 12 months of employment. Must possess a valid driver’s license or be able to obtain one prior to employment. Must be able to acquire and maintain a notary public certification within 6 months. Possession of or ability to obtain a boiler license recommended.
