Minimum Qualifications Summary

Certification & Education

Degree issuing institution and or program must be accredited by an entity recognized by the U.S. Department of Education.

Bachelor’s degree in Social work, Psychology, or an equivalent degree.

Master’s degree or an equivalent advanced degree preferred but not required

Experience Required

Fluent in English and Spanish, written and oral

At least two (2) years of related experience (e.g., experience providing services to victims, trauma-informed programming, experience working with immigrants or foreign-born individuals) and knowledge of program objectives, policies, procedures, and requirements conducting a case management program at a local level.

Experience working in or with victims or individuals in a confinement or custodial setting.

At least two (2) years of experience providing services to vulnerable populations.

Experience with and an understanding of situations that contribute to family/individual stress, problems, and crisis situations.

Job Objective

The Custody and Resource Coordinator (CRC) assists ERO Field Office and detention facility staff in maintaining a safe detention environment. The CRC provides services and support to individuals on issues affecting the ICE detained population, including support to victims, trauma, sexual abuse, domestic violence, human trafficking, and health care. The duty location will be at an ICE detention facility or office, supporting daily operations.

Responsibilities

Assist with detainee needs, requests, and complaints regarding non-officer or immigration case issues.

Support ERO officers with detainee requests related to communication and child welfare.

Coordinate disability accommodations and follow-up with detention facilities.

Facilitate compliance with agency policies and detention standards, including issues like sexual abuse, pregnancy, segregated housing, and release procedures.

Address questions or concerns about detainees and provide referrals for care and follow-up.

Support detainees with specialized needs, conduct wellness checks, and provide orientation to new detainees.

Assist with housing units and programs for vulnerable populations, such as transgender, mental health, family centers, and youth services.

Provide language interpretation services.

Maintain safety and security support within the facility.

Assist with removal planning for vulnerable detainees, including researching referrals and developing departure plans.

Assist with release planning, including resource identification and communication with families.

Develop and maintain a resource database for detainee release and removal support.

Minimum Job Requirements/Technical Requirements

Knowledge of case management processes, at least at the bachelor’s level.

Fluent in English and Spanish, written and oral (excluding ERO HQ positions).

Ability to work in a multi-cultural, multi-lingual environment and utilize interpreter services.

Flexibility to adapt to schedule changes and work requirements.

Proficient in English communication, both verbal and written.

Ability to establish positive relationships in a multidisciplinary environment.

Proficient in electronic work environments, including health records, web training, and communication tools.

Knowledge of Microsoft Office programs: Word, Excel, Outlook, SharePoint.

Experience in detention or healthcare settings preferred.

Strong communication, interpersonal, critical thinking, and cultural competency skills.

Must pass the Department of Homeland Security’s Personnel Security screening and be a U.S. citizen.

Physical Demands/Duty Hours/On-Call Requirements

Ability to work in stressful, austere environments without physical limitations.

Ability to stand on hard surfaces for long periods.

Full-time position with Monday – Friday day shift, hours as determined by ERO HQ and Field Office.

Travel Requirement

Travel may be required, including overnight, especially during surge support in crisis situations. Travel costs are reimbursed.

Education & Certification

Bachelor’s degree in Social Work, Psychology, or equivalent; Master’s preferred. Must maintain current certification in BLS or CPR from American Heart Association or Red Cross. Provide proof of negative TB test and immunizations for Hepatitis B, MMR, Varicella, and Influenza.
