The Goodwin Group is conducting an executive search for an
Assistant Vice President of Finance
on behalf of a well-established public-sector organization with a significant portfolio of residential, development, and investment initiatives. This dynamic enterprise manages a diverse mix of housing, redevelopment, and capital projectsspanning large-scale rehabilitation, new construction, and public-private investment partnershipswhile delivering critical services to the community. The AVP of Finance will serve as a strategic and operational partner to the Vice President of Finance & Administration, overseeing enterprise-wide financial strategy, operational execution, and compliance. This role will have broad oversight across multiple lines of business, managing a team responsible for accounting, budgeting, treasury, project finance, and investor relations. It offers a unique pathway for an accomplished finance leader to step into a future CFO role, with succession planning in mind. With an operating budget exceeding $100 million (and over $200 million including development activity), the organization is in the midst of transformative capital projects representing close to $1 billion in planned investment. The AVP of Finance will play a central role in ensuring fiscal integrity, driving innovation in systems and processes, and supporting the organizations mission through strategic financial leadership. The Successful Candidate Will: Serve as a trusted advisor and right hand to the VP of Finance & Administration, contributing to executive decision-making Bring proven leadership managing complex finance operations across multiple entities and funding streams Demonstrate expertise in development financing, capital planning, and investor relations Exhibit strong knowledge of GAAP and governmental accounting standards (GASB) and experience navigating compliance-heavy environments Lead with a collaborative, solution-oriented approach, fostering high performance and accountability Communicate financial insights effectively to executives, boards, investors, and community stakeholders Thrive in a fast-paced environment requiring multitasking, adaptability, and sound judgment Embrace the opportunity to advance into a CFO role through performance and leadership Key Responsibilities: Develop and implement multi-year financial strategies supporting both operational stability and capital growth Oversee preparation of accurate and timely financial statements, regulatory filings, and audit processes Strengthen internal controls, policies, and procedures to ensure fiscal integrity and transparency Direct budgeting, forecasting, and cash flow management across all business units Partner with development teams on financing structures, pro forma modeling, and funding applications Manage financial reporting and compliance for large-scale redevelopment and capital projects Maintain relationships with lenders, investors, and public/private partners Lead, mentor, and develop a high-performing finance team, including controllers and accounting staff Support ERP optimization (Yardi) and technology initiatives that improve efficiency and reporting accuracy Qualifications: Bachelors degree in Finance, Accounting, Business Administration, or related field; advanced degree or CPA preferred 10+ years of progressive finance leadership experience, ideally in public sector, real estate, affordable housing, or similarly complex, regulated environments Demonstrated success overseeing multi-entity accounting, compliance, and capital financing Hands-on experience with development transactions, including debt/equity financing, tax credits, and public-private partnerships Proven ability to lead large teams (15+ staff) and deliver results in high-paced, multi-deadline settings Exceptional communication, analytical, and problem-solving skills Other: This position description is not intended to be an all-encompassing list of duties and responsibilities of the job described nor is it intended to be such a listing of the skills and abilities required to do the job.
