Program Manager (Task Order Manager)

This position supports the Defense Information Systems Agency (DISA) Transport Services Directorate (IE) and its Cyber NetOps Tools Division (IEA) on the Operational Support System (OSS) Legacy Systems Sustainment effort. OSS comprises tools and enclaves used by DISA Tier?II/III to monitor, control, analyze, and manage DoDIN/DISN equipment; while OSS is a legacy environment being replaced by the cloud-based Global Management System (GMS), it must be sustained to ensure continuity of operations during transition. Primary work is performed at Ft.?Meade. Mission of the role. Your charge is to keep OSS reliable, secure, and accredited across lab and production by sustaining: (1) the OSS Lab Network, (2) Network Services (AAA, DNS, NTP, Syslog, SAN/NAS/Brocade, RDP), (3) CDBA, (4) JSME, and (5) OSS Firewalls/technical refreshusing a lab-first pipeline, disciplined change control (IP/DP with reversion), STIG/IAVA patching, and clear documentation. Overview: PD INC International seeks a Program Manager to lead the DISA OSS Legacy Systems Sustainment task order. The PM owns planning, direction, coordination, and controls to meet all project/program requirements, drives quality against the Government's QASP metrics, and ensures smooth Transition-In/Out and day-to-day delivery. This leadership role partners with the COR/KO and Government leads to maintain technical performance, schedule, cost, and risk. Support Scope: Prepare and maintain the Task Order Management Plan; deliver Monthly Status Reports, Master Schedule, and Quarterly Program Reviews; oversee password listings, Transition-In (D+30) and Transition-Out plans; and align team output to performance standards and the Initial QASP. Key Responsibilities: Governance & Reporting: Own MSR (with risks/issues, burn, schedule), Master Schedule, and QPR cadence. Quality & Metrics: Track QASP metrics (?93% targets; ?90% AQL) for timeliness, ticket responsiveness, completeness, and successful deployments without reversion. Risk/Issue/Change Control: Maintain a live risk register; ensure implementation/deployment (IP/DP) plans include tested reversion steps; enforce RFC and lab-first validation. Transition Management: Lead Transition-In and Transition-Out artifacts, inventories, and GFP turn-in. Minimum Qualifications: Bachelor's degree and 8+ years managing DoD IT services; 3+ years PM on network/app sustainment. DoD 8140 (IAM-II or higher) and ITIL Foundation (or equivalent). Experience with performance-based services and LPTA-style delivery; strong MS Project/Office. Preferred Certifications: PMP, PgMP; Security+ or CISSP; Lean Six Sigma Green/Black Belt. Work Environment: Primary on-site at Ft.?Meade during core hours (9:003:00 within an 8:305:00 day); daily accountability; collaboration with multiple Government/contractor teams. Clearance: Top Secret/Secret with NIPR/SIPR access.
