Manager Procurement

Position Summary: Manages, assigns, executes, and implements Procurement Services initiatives supporting all the objectives, goals, and project requirements of the Port Houston strategic plan and vision. Manages and assists all departments in procuring goods and services.
Key Responsibilities/Duties:
Lead, plan, assign, schedule and direct work flow with the department; provide ongoing training and mentoring to departmental staff on processes, information management and procurement services Participate in effective change management regarding supply management processes; champion and implement new supply management processes and procedures throughout the organization and with key stakeholders Determine business requirements and analyzes sourcing situations; interpret patterns and trends from internal data and present summary reports to enable effective decision making that results in buying value, saving money, and mitigating risk Engage stakeholders in strategic sourcing process; identify and establish partnering relationships with key stakeholders; articulate the mission, value, and processes of supply chain management to stakeholders Coordinate and manage procurement services system software on business requirements, functionality specifications, system build outs in test, user acceptance and implementing deployment Develop goals, objectives and performance standards consistent with Port Houston mission and values Assist in the overall planning, organization and policy development of the department Develop methods to reduce costs and increase efficiency within the department Provide advice and counsel on communication with suppliers on the vendor registration process on e-procurement systems; interface with selected vendors to build and manage relationships or to intervene due to a crisis management situation; communicate effectively and resolve all vendor issues at the lowest level to avoid potential escalation 111 East Loop North • Houston, Texas 77029 • 713-670-2400 • PortHouston.com Support open competition, strong customer service and personal development; keep current on contract compliance regulations and apply new information and techniques as appropriate; establish effective communication and cooperation across functional boundaries Provide continuous professional development and training for employees; coordinate with Small Business department to ensure small business vendor requirements are being met Advise and assist senior staff on studies, investigations and analyses related to procurement Serve as an effective interface between Port Houston and its contractors/vendors Represent Port Houston in meetings with representatives of governmental agencies, professional and business organizations Control and maintain vendor records in the financial system Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you) Perform related duties as required Education/Experience:
Bachelor's degree in Business Administration, Economics, Finance or related major in a public or accredited private academic institution required Master's degree or Juris Doctorate preferred 5+ years of related experience in a similar role required Previous supervisory experience preferred Certified Public Purchasing Officer preferred Certified Texas Procurement Manager preferred Knowledge, Skills, Abilities and Behaviors:
Knowledge of strategic sourcing Knowledge of preparing business cases and financial analysis methods Knowledge of informational systems functionality Knowledge of asset management Knowledge of procurement laws, best practices and Port Houston policies and procedures Strong negotiation and mediation skills; excellent communications skills (strong verbal, written, listening and presentation skills required) Skills of influence, persuasion and negotiation to achieve goals required Skill in establishing and leading cross-functional teams Skill in customer service Solid quantitative and analytical skills Supervisory and leadership skills Ability to operate successfully in a complex environment and work effectively across multiple groups and levels Ability to identify problems and challenges and provide solutions Ability to work in a team setting, drive team results and support change management within the organization Ability to build relationships and foster teamwork Ability to work in a team environment Ability to interact professionally with various levels of Port Houston employees and outside representatives Must possess an intermediate proficiency with Microsoft Word, Excel, PowerPoint and Outlook Key Competencies Required:
