The State of New Hampshire, Department of Energy, Regulatory Support Division has a full-time vacancy for 13-1190 Misc Bus Ops Specs-7.
Summary:
To perform senior level analyses and provide recommendations regarding operational aspects of the electric distribution system, including capital projects for reliability and safety as well as the review of utility least-cost plans, filings related to smart grid development and participation during significant storm events and evaluation of utility responses to outages and significant storm events.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in the field of business, mathematics, finance, economics, or engineering. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years' experience in the analysis, regulation or management of public or private corporations or the operational phases of public utilities, two years of which shall have been dealing with rate analysis or one year of which shall have been at a public utilities regulatory commission. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only. Possession of a professional designation such as CPA or P.E. or equivalent designation may be substituted for two years of work experience.
License/Certification: None required.
Preferred Qualifications: Preference will be given to candidates who have a P.E. license. Strong preference granted to candidates with direct knowledge of electric utility distribution planning and budgeting. Preferred experience in engineering-economic analysis.
Responsibilities:
Performs comprehensive, complicated and detailed research and analysis of testimony and exhibits submitted by regulated companies using information from audits, written staff information requests, company testimony in other cases, prior Commission orders, statutes, publications, and other sources; and conducts studies and makes recommendations on electric utility engineering and operational matters.
Detects errors in the preparation of reports, studies and testimony used to formulate recommendations to the commission on electric utility system planning and operations.
Prepares and presents testimony and exhibits on electric utility issues such as reliability, current and forecasted capital budgets, electric utility outages and accidents and defends testimony and exhibits under oath during cross-examination.
Prepares cross-examination questions for company and intervener witnesses; advises counsel during cross-examination; acts as an interrogator and presents and defends staff position at proceedings before the Commission and reviews orders for accuracy and consistency.
Supervises a clerical staff in the preparation of reports and testimony; assists in training less experienced personnel on established procedures for analyzing policy issues and interpreting technical engineering-economic matters.
Maintains continuous and important contact with officials of public utility companies or their representatives; consumers; state, regional and federal officials; and special interest groups in the exchange, development and analysis of information on which electric utility policy, planning and rates are based.
Tracks current public utility developments and trends. Monitors developments at and testifies before the legislature on utility matters, makes presentations to regional and national association meetings and conferences, and serves on regional staff sub-committees.
