Job Description

An employee in this classification plans, directs, and supervises the clinical services or community outreach programs and staff as well as providing direct patient nursing care and/or services. Employees spend time assessing, planning, and coordinating a variety of services and have strong input into services, care, and administrative procedures and processes and ensuring that these are followed. Work involves gathering, managing, reviewing, and submitting care and services data to the division manager. Work also includes serving as the back-up Public Health Nurse Supervisor or the Preparedness Coordinator. In clinic settings, the employee is typically responsible for supervising nursing services to the community through the provision of a specific clinical program such as rabies prevention, sexually transmitted diseases, breast and cervical cancer, family planning, maternal health, sickle cell, and/or adult health. Supervision of outreach services involve reviewing and assessing complex or potentially complex conditions, taking into account both the physical aspects of the issue and the impact of other factors such as patient or family strengths and resources, income, culture, and family dynamics in order to help families develop and implement a usable plan of care. The employee in this classification also performs Public Health Nurse II duties as needed. Driving may be required. Considerable public contact is involved in working with clients from diverse socio and economic backgrounds. Work is differentiated from that of Public Health Nurse II by complexity and scope of work and supervisor responsibilities. Supervisory responsibilities are performed with a high degree of independence within the framework of standard routines and procedures. Work is circumscribed by the North Carolina Nurse Practice Act, public health nursing standards, clinic protocols, agency work standards and program protocols. Work requires a strong understanding of public health concepts, nursing theory and practice and independent judgment in applying the professional standards and guidelines. Examples of Job Duties

Develops and provides program policies and procedures. Recommends program policy/procedure changes to supervisor and management Maintains and revises the agency Postpartum Maternal-Newborn Home Visiting agency manuals and program standing orders. Ensures staff follow policy/procedures for deliverance of quality services Develops and implements program corrective action plans Assists in determining staffing needs Serves as lead contact for the Postpartum Maternal-Newborn Home Visiting Program Responsible for data management, including gathering, organizing, reviewing, and presenting data Provides community outreach, including formal program presentations Serves as liaison to community partners for program issues

Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university with a B.S. in Nursing, which includes a Public Health Nursing rotation and two years of Public Health nursing experience; or a Master's in Public Health and graduation from a school of professional nursing and two years of professional nursing experience; or graduation from a school of professional nursing and three years of professional nursing experience including two years of Public Health nursing experience; or an equivalent combination of training and experience.

Registered Nurses without the above work experience may be considered as a work-against for the position.

Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Employees receive one (1) personal day per year.

INSURANCE BENEFITS : Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.

Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.

Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.

As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.

Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.

RETIREMENT : Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.

NC 401(k) (Supplemental Retirement Plan): Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%). Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.

LONGEVITY: Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
