Safety Officer/Quality Control Manager

Horizon Global Partners, LLC is seeking a qualified Safety Officer/Quality Control (QC) Manager to oversee construction safety, accident prevention, and quality assurance on U.S. Government/OBO projects. This role requires implementing a structured three-phase QC program, managing safety compliance, and ensuring that all work meets contractual and regulatory requirements. The Safety Officer/QC Manager will be responsible for enforcing site safety standards, managing the Contractor's Quality Control Plan, and ensuring adherence to U.S. Army Corps of Engineers EM385-1-1 safety standards. Key Responsibilities: Quality Control Duties: Support and enforce a three-phase approach to quality control (Preparatory, Initial, and Follow-up). Prepare and submit the Contractor's Quality Control Plan (QC Plan) in compliance with contract specifications. Coordinate closely with the local QC Manager, who will provide translation and QC support as needed. Prepare QC Daily Reports documenting factual evidence of quality control activities, inspections, and required testing. Maintain a complete and accurate record of QC Plan actions for review by Government representatives. Document all defects, deficiencies, and non-compliance issues, along with corrective actions, completed repairs, or recommended acceptance by the Government. Safety Duties: Prior to mobilization, assign and serve as the qualified full-time Site Health and Safety Program Manager (SHPM). Implement, coordinate, and enforce the Construction Accident Prevention Plan (CAPP). Provide continuous safety management and accident prevention oversight for the duration of the contract. Conduct hazard analyses, worker training, and proactive monitoring of construction operations to mitigate risks. Enforce compliance with OSHA, EM385-1-1, and U.S. Government safety standards. Respond effectively to incidents, implement corrective measures, and maintain safety documentation. Accountability: The Safety Officer/QC Manager is directly responsible for ensuring the implementation of quality control and safety standards. Non-compliance with safety and QC requirements is subject to immediate corrective action and review by the Project Director/COR. Qualifications: Five (5) years of experience as a construction safety manager on projects involving large commercial/residential concrete buildings, heavy civil, roadway, or similar works. OSHA 30-hour construction safety certification. First Aid/CPR certification, compliant with EM385-1-1 standards. Strong knowledge of U.S. Army Corps of Engineers Safety & Health Requirements Manual EM385-1-1. Demonstrated experience implementing safety hazard analysis, worker safety training, and corrective action plans. Qualified to anticipate, identify, evaluate, and mitigate safety hazards and environmental risks. Strong documentation and reporting skills with ability to prepare and maintain compliance records. Bachelor's degree in Construction Management, Engineering, or related field preferred, but equivalent experience may be considered.
