Position Purpose/Summary

APPLICATION FOR CITY OF SPRINGFIELD LABOR SERVICE Applicants must be at least 16 years of age at the time of filing application. Incomplete applications will not be processed. The name of an applicant will remain on the Labor Service register for the job title which he or she is registered for a period of not more than 5 years from the date of registration, subject to a renewal of registration as provided in Section 28, Chapter 31 of the General Laws, and subject to compliance with other applicable provisions of the Civil Service law and rules. Responsible for performance of relatively unskilled and routine manual laboring tasks ordinarily requiring the exercised of considerable physical strength and endurance. Work is performed under supervision who assigns work, maintains production and provides supervisory advice and assistance. Supervision received may vary from close to moderately close depending upon the experience of the incumbent and the degree of variance from routine. No supervision is ordinarily exercised over other employees.

Essential Functions

Digs and backfills holes, ditches, and trenches; erects and removes poles. Sweeps streets and gutters. Loads sweepings onto trucks. Cleans out clogged catchbasins, culverts, drains, wellholes, and manholes. Cleans and flushes sewers. Shovels snow, breaks ice, spreads sand, sets out and maintains sand and salt boxes, and performs similar tasks in connection with snow removal operations. Breaks pavement and spreads, smoothes, irons asphalt mix. Sprays emulsion. Operates rock boxes and performs similar tasks in surface treating road sections and repairing pavement or sidewalk defects. Rakes leaves and seeds, fertilizes, weeds, and mows grass. Shovels, rakes, and grades loam. Trims trees and brush; picks up paper, trash and debris; cleans ponds; splits wood; cuts, stacks, loads hay. Loads and unloads material, equipment and supplies. Cleans and fills lanterns. Shovels, rakes, and washes sand in filter beds. Works with pick and shovel. Lifts and places materials. Redirects traffic, cleans up debris, places barricades and lanterns, and performs similar tasks in assisting more skilled workers on construction, maintenance and repair projects. Washes, sweeps, and polishes floors. Washes walls and windows, cleans toilets and washrooms, and moves furniture and equipment. Performs unskilled tasks in assisting in the maintenance and repair of municipal bridges, street signs, culverts, underpasses, highway fences, retaining walls and related structures and appurtenances. Performs unskilled tasks in watershed forestation, sanitation, and patrol operations, and assists in servicing and maintaining reservoir and filter equipment, structures and buildings. May perform semiskilled and equipment operation tasks on an emergency, relief, or training basis. Operates jackhammers, power mowers, cement mixers, and similar equipment. Performs related work as required. Knowledge, Skills, and Abilities

Some knowledge of the use of tools, equipment and materials commonly employed in municipal construction and maintenance work. Ability to understand and follow oral instructions. Ability to perform manual laboring tasks for extended periods, frequently under adverse weather conditions.

Education and Experience
