Ground Element Modernization Technical Program Manager

The Ground Solutions & Mission Support (GSMS) Software IPT which executes across both Development and Operations & Maintenance (O&M) contracts, is seeking a highly motivated individual that will lead and manage the Ground Element Modernization (GEM) Technical Program Manager role and installation efforts at both CONUS and OCONUS operational sites. Responsibilities of the GEM Technical Program Manager (TPM) include the Cost Account Management (CAM), Earned Value Management (EVM), and Integrated Master Schedule (IMS) business aspects of the role. The GEM TPM provides innovative and effective engineering solutions to solve complex technical and installation challenges working closely with the Chief Engineer, Systems Engineering, and Software Engineering teams. The GEM Installation Manager (IM) is responsible for managing a site installation team focused on upgrading existing ADPE, upgrading the operating system, and installing new software baselines for multiple ground element C2 architectures and product lines at multiple locations. Role includes coordinating with customer reps and E1 stakeholders to ensure successful software installations. Basic Qualifications: Principal Software Engineer: A minimum of 5 years of relevant experience with a Bachelors in Science; 3 years with Masters; 1 year with PhD; an additional 4 years of experience may be considered in lieu of degree Senior Principal Software Engineer: A minimum of 8 years of relevant experience with a Bachelors in Science; 6 years with Masters; 4 years with PhD; an additional 4 years of experience may be considered in lieu of degree Active SSBI with the ability to obtain SCI access prior to start date Domain knowledge across the Mission One customer portfolio Experience with software product lines and site deliveries Experience with site installations, including ADPE obsolescence & OS upgrades Preferred Qualifications: Prior experience with the site installation manager role and responsibilities Experience working in a software development and software O&M environment Working knowledge of EVM, previous CAM experience, and IMS schedules Experience working closely with government counterparts, in both a development and site capacity Previous participation on an Agile scrum team or familiarity with the Agile process Prior knowledge of Agile and DevSecOps Familiarity with the Atlassian Tool Suite (Confluence, Jira, Bitbucket, Bamboo) Active TS/SCI security clearance Primary Level Salary Range: $110,300.00 - $165,500.00 Secondary Level Salary Range: $137,400.00 - $206,000.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
