Sr Capital Budget Analyst

The Information Technology Bureau. Fiscal Affairs Division, administers and manages the $250M Expense, $400M Capital, and Grant budget portfolio to fund day-to-day operations and key strategic technology investments at the NYPD. The division is seeking a dynamic, experienced and detail-oriented Sr Capital Budget Analyst for an exciting opportunity in our information technology space supporting critical public safety functions. The analyst will help lead initiatives to secure new funding, obtain approvals for capital projects, carefully manage the Bureau's capital budget. The analyst will collaborate with key stakeholders in the NYPO, as well as other City agencies, such as OTl and OMB. JOB DESCRIPTION: The selected candidate will perform (but is not limited to) the following job duties: Work with Bureau partners to help develop, analyze and monitor budgets for IT capital projects, including hardware upgrades, cloud infrastructure enterprise software, and cybersecurity systems; Ensure alignment with the Bureau's capital forecast and available funding; Review spending requests, reconcile encumbrances and forecasts, and request budget modifications to ensure alignment with available funding; Prepare capital plan updates and new needs, including tracking commitments and spending; Prepare the Certificate-to-Proceed (CP) requests for Bureau projects and work with stakeholders and OMB for approval; Prepare detailed reports and update tracking documents and assist with presentations to leadership on IT project finances; Assist lead development of Standard Operating Procedures for capital budget processes within the division; Assist with improvements in financial analysis and reporting including development of capital financial dashboards for management and leadership; and Other division budget exercises as assigned. ADMINISTRATIVE STAFF ANALYST (-1002A) Minimum Qualifications: 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above. Residency Requirement: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
