JOB SUMMARY To perform a wide variety of duties in providing customer service to water utility customers including performing water meter maintenance and repair, establishing new service and discontinuing service; to perform various duties relating to customer billing including meter reading; and to provide highly responsible technical support to the Utility Operations Department.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from upper-level management or supervisory staff.
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES -
Essential and other important duties and responsibilities may include, but are not limited to, the following:
Collect and record accurate meter readings on an assigned route; re-read meters as requested. Perform minor maintenance and repair on water meters including pulling meters from vacant establishments, meter change-outs, installing locks and repairing meter leaks; assess amount of repairs needed; inform supervisor of meters needing further outside repair. Install water meters for new customers; test equipment to verify proper working order; identify and record addresses for new water utility billings.
Clean and reset meters and meter boxes as requested by department staff or customers; ensure accurate meter operation by replacing lids or boxes; remove mud, herbage or water as necessary. Verify registration and consistency of meters, report unusual situations to supervisor. Participate in a variety of travel between various city facilities, other related external business and government agencies and customer property which may include collecting meter data, installing, maintaining or repairing meter equipment and connecting and disconnecting services.
Regular attendance is essential in the effective performance of job duties. Ability to: Understand and carry out written and oral directions. Maintain accurate and up-to-date records. Deal tactfully with the public. Identify and repair meter irregularities and recommend how they can be corrected. Perform assigned duties with manual dexterity and significant independence. Maintain effective audio-visual discrimination and perception needed for:
making observations reading and writing operating assigned equipment communicating with others. Maintain mental capacity which allows the capability of:
calculating simple mathematical equations learning an assigned route. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
walking, kneeling, stooping, standing or sitting for extended periods of time crawling to repair or maintain equipment lifting and moving heavy equipment and materials operating assigned equipment.
Effectively deal with personal danger which may include exposure to:
hazardous chemicals and materials various and extreme weather conditions electrical hazards confined work places dangerous and poisonous animals hazards associated with working in and near traffic.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Provide staff support to assist designated staff in the completion of their duties; provide training and direction as necessary. May raise meter level by adding earth material. May terminate dangerous animals found near or inhabiting water meter facilities including snakes. Answer questions and provide information to the general public; tactfully respond to complaints and inquiries.
May transport various boxes to and from storage.
Utilize a variety of manual tools to complete assigned projects including shoveling and spreading various earth materials.
May perform routine preventative maintenance on assigned vehicle; coordinate repair and maintenance with other city departments.
Perform related duties as assigned. QUALIFICATIONS Knowledge of: City street and address system, alleys and hazards encountered in the work.
A variety of meters and meter equipment and their respective functions.
Methods, techniques, tools, equipment and materials used in the repair, installation, testing, cleaning and maintenance of meter mechanisms, small motors and related equipment.
Safe work practices.
Ability to: Operate a motor vehicle.
Learn city billing procedures and policies of water utility services.
EXPERIENCE AND TRAINING GUIDELINES
- Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Two (2) years of experience performing customer service and minor repair work preferably for a water utility or related service.
Training: Must have completed the twelfth grade and possess a high school diploma, or have a GED.
License or Certificate: Possession of an appropriate Class "C" Driver's License.
