Job Summary:
The Senior Vice President of the EFF Program provides executive leadership and strategic oversight for all programmatic, operational, and administrative functions for the Enhanced Family Foster Care Program (EFFC). This role is responsible for ensuring excellence in service delivery, regulatory compliance, fiscal accountability, and staff performance across EFFC and the Article 29I Clinic.
Duties & Responsibilities:
Leadership & Strategic Oversight
Provide executive leadership aligning operations with the mission and goals of the agency. Develop and implement short- and long-term strategic plans to enhance program effectiveness, quality outcomes, and sustainability. Serve as the lead representative and liaison with ACS, OCFS, DOH, COFCCA, and other regulatory or accrediting bodies.
Program Management & Compliance
Ensure programs operate in full compliance with contractual, regulatory, and performance standards. Establish, monitor, and evaluate internal systems for program performance, incident reporting, and quality assurance.
Fiscal Management
Oversee program budgets, financial performance, and fiscal accountability to ensure cost-effective and sustainable operations.
Human Capital Management
Develop a high-performing team, including direct supervision of program VPs. Promote professional development and staff engagement. Foster a culture of accountability, equity, and continuous improvement.
Stakeholder Engagement & Advocacy
Maintain strong collaborative relationships with government agencies, community partners, funders, and other stakeholders. Represent the agency at meetings, conferences, task forces, and advisory committees. Advocate for policies, practices, and resources that advance the well-being of children and families in foster care.
Operational Excellence
Ensure timely and professional responses to internal and external inquiries, complaints, incidents, and emergencies. Promote data-driven decision-making through effective use of reporting, evaluation, and technology.
Other related duties as assigned
Education & Experience
Master's Degree in Social Work, Human Services, or Public Administration required. Minimum of 8-10 years of progressive management experience in Child Welfare, Foster Care, or related human services (required). Valid non-restricted Driver's license required
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer. May be required to lift up to 25 pounds. Regular travel to agency sites, external meetings, and community events are required.
