Schedule This position generally works a regular weekday daytime shift but may require scheduled work outside of normal working hours (i.e. City Council meetings).
Supervision Exercised: None
Supervision Received: Reports directly to the Director of Planning & Community Development
General Purpose of the Position: The Planner provides professional planning support for the City's planning and zoning functions. Other essential duties are to provide GIS mapping, website support, and assist in assigning addresses as needed. The Planner will perform site development review for compliance with codes (form-based and conventional zoning), subdivision regulations, the comprehensive plan, and Florida Statutes. The planner also performs site visits, zoning inspections, conducts research, and provides back up support to the senior planner in answering general inquiries about zoning. May be required to provide counter support for zoning inquires.
Essential Duties and Responsibilities: •Preforms various daily city planning tasks such as development review, landscape plan review, permit approval, zoning inspections, telephone/email/counter assistance, and other current planning issues. •Checks development applications at the time of intake for completeness. •Provides research for pre-application meetings. •Tracks the status of development projects and assists the Director in providing reports to the City Council. •Reviews development applications for compliance with codes and ordinances, assists applicants with development questions, performs site visits, conducts research, prepares and presents staff reports for public hearings. Applications include re-zonings, comprehensive plan amendments, special uses, variances, etc. •Coordinates updates and graphics to land-use codes and related ordinances. •Prepares signs and mailing labels for all public hearings. •Coordinates City historic preservation efforts. •Responds to citizen complaints, requests, and inquirers in an appropriate manner. •Ensures compliance with all City and Departmental values, policies, procedures, and philosophies. •Maintain records pursuant to Chapter 119, Florida Statutes •Other projects and duties as assigned.
Skills and Physical Abilities Required: •Must possess excellent communication and presentation skills •Must have excellent organizational skills with the ability to set priorities, meet deadlines, coordinate multiple projects, and follow-up with assignments with minimal direction. •Must have knowledge of planning principles, practices, and procedures, including but not limited to Florida growth management laws, quasi-judicial procedures, planning ethics, and urban design principles. •Must be self-motivated with the ability to work with minimum supervision and specific direction, the skill to identify potential needs and problems, and the ability to suggest workable solutions. •This position has a high degree of public contact and requires the skills necessary to work effectively with demanding groups and individuals. •Must be able to develop good working relationships with other governmental agencies, attorneys, consultants, civic and business leaders, as well as with the general public. •May be required to sit or stand for extended periods of time. Works mostly indoors in an office environment, but is also required to perform zoning inspection outdoors in a variety of weather conditions. Driving a city vehicle is required. Must be team-oriented. Light to medium lifting required.
Computer Equipment and Software Requirements: Proficiency in MS Office applications - word processing, spreadsheet and database programs, and PowerPoint is required. ArcGIS capabilities preferred. Additionally, must be able to read site plans, floor plans, elevations, and blueprints, use a calculator, engineering and architectural scales, phone, copy and fax machine; general office machines, equipment, and tools. Must be able to learn the MUNIS Permit Tracking System.
Education and Experience: Bachelor's Degree from an accredited college or university in planning, architecture, urban design, geography, or related field is required. Minimum two (2) years of experience in professional planning is required. A Master's degree in Urban Planning is highly preferred and can substitute up to one year of professional experience. Current planning (Development Review) experience is required. American Institute of Certified Planners (AICP) preferred. GIS experience preferred. Experience in interpreting and implementing a Form Based Code preferred. Completion of the 3 course certificate in form based coding from the Form Based Code Institute is highly desired. Ability to operate a city-owned motor vehicle is required. Valid driver's license with acceptable driving record is required.
