About BWT

The Bureau of Wastewater Treatment (BWT) operates and maintains critical wastewater infrastructure across all five boroughs, including 14 Wastewater Resource Recovery Facilities, over 90 pumping systems, combined sewer overflow facilities, and more. BWT is undergoing a digital transformation focused on four pillars: SCADA Support and Development, IT Support and Cybersecurity, Asset Management, and Application Development. This transformation aims to modernize operations and improve resilience, efficiency, and data-driven decision-making.

The Section Chief of SCADA Development oversees the design, programming, and optimization of SCADA systems for BWT. This role includes leading a development team, establishing SCADA standards, managing project implementation, and aligning with cybersecurity, IT, and engineering requirements. The Section Chief will also maintain the BWT SCADA master plan, coordinate with stakeholders, and ensure successful integration and documentation of new systems and enhancements.

Duties Include But Not Limited To

Lead and manage the SCADA Development team and project execution. Develop and implement BWT’s SCADA Master Plan and Road Map. Establish and maintain SCADA standards, naming conventions, documentation, and procedures. Coordinate with engineering and construction teams to plan and develop SCADA/I&C/Automation projects. Collaborate with BIT to develop SCADA-specific cybersecurity and disaster recovery policies. Oversee SCADA architecture, coding standards, change management, and quality assurance. Plan and deploy solutions within Microsoft enterprise environments. Lead integration of SCADA with other platforms and enterprise systems. Incorporate DevOps practices and manage secure development lifecycles. Guide staff development and promote a collaborative team culture. Provide input on strategic planning, technology roadmaps, and budgets. Engage in professional development and represent DEP at relevant conferences.

IT AUTOMATION AND MONITORING E - 95712

Minimum Qualifications

A baccalaureate degree in computer science, engineering or a related field from an accredited college and four years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; or Eight years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; Education and/or experience which is equivalent to "1" or "2" above.

Preferred Skills

SCADA Architecture: Deep knowledge of SCADA protocols, integration, and infrastructure planning. -I&C Engineering: Experience standardizing and developing instrumentation and controls. -Cybersecurity: Understanding of ICS security, disaster recovery, and relevant standards (e.g., NIST, ISA/IEC). -Project Management: Ability to manage cross-functional teams and strategic SCADA initiatives. -DevOps & SDLC: Familiarity with version control, testing, and secure development practices. -Microsoft Technologies: Experience with Windows Server, SQL Server, AD, and Azure environments. -Asset & Config Management: Proficiency with Maximo, Infor EAM, or similar systems. -Automation Logic: Experience developing and troubleshooting PLCs, HMIs, and RTUs. -Data Analytics: Ability to leverage SCADA data for operational performance and insights. -Documentation: Strong technical writing and standard development skills. ***Additional Requirements*** A valid New York State driver’s license is required and must be maintained for the duration of your employment.
