Pre-Commissioning & Commissioning (PC&C) Manager
based in Houston, TX. About The Job
We seek a skilled
PC&C) Manager
to oversee commissioning, pre-commissioning, and start-up activities for large energy, oil and gas, or industrial projects. The role involves ensuring a seamless transition from construction to operations, meeting safety, quality, and performance standards, and managing project handover across disciplines. Key Responsibilities
Oversee pre-commissioning, commissioning, and start-up activities, including system handover, mechanical completion, functional testing, and performance validation. Ensure systems and equipment are tested and commissioned per specifications and standards. Review and approve procedures, checklists, and documentation like P&IDs and engineering deliverables. Monitor plant performance, costs, and consumables during start-up. Organize daily activities with the Pre-commissioning team, assigning duties for equipment and systems. Define CSU sequences in coordination with construction and planning teams. Coordinate with PC&C engineers on operating and maintenance manuals. Implement methods for throughput performance evaluation and cost optimization. Develop commissioning and startup logic for system turnover from Mechanical Completion to Ready for Startup. Requirements and Skills
Review & comment on PFDs, P&IDs, and discipline drawings for commissioning inputs. Define system mark-ups on PFDs and P&IDs. Implement and manage the Completions Database Software and related philosophies. Ensure availability of commissioning, startup, and spares inventory. Prioritize work, ensuring operability and maintainability considerations are addressed. Generate PC&C procedures, operations, and maintenance documents. At site, the PC&C) Manager will lead the team during project completion and handover, hold signatory authority for work permits, and ensure field execution compliance. Responsibilities also include training, manpower management, process monitoring, and liaising with the commissioning coordinator. About You
We’re interested if you meet these essential requirements: Good communication skills for client and contractor interfacing. Support unit optimization, commissioning, and startup. Bachelor’s degree in Chemical, Mechanical, Electrical, or I&E Engineering or equivalent experience. Minimum 10 years in project/field services, preferably in Oil & Gas. At least 5 years in plant operation. Experience with database management systems like EasyPlant, Zenator, ICAPS, WinPCS. Understanding of project standards for commissioning and startup. Proficiency in MS Office tools. Desirable skills include troubleshooting, fabrication yard experience, and document management system familiarity. Next Steps
