You'll play a critical role in supporting capital construction efforts at California educational facilities.

Key Responsibilities
Monitor project budgets and forecasts to ensure compliance with operating procedures. Conduct variance analysis to identify financial trends and mitigate potential budget impacts. Review and ensure accuracy of monthly cost and progress reports. Analyze contract amendments, task orders, and change orders for financial impact. Review Proposed Board Actions and invoices for budget alignment and compliance. Ensure proper cost coding and reporting for all financial transactions. Serve as central point-of-contact for financial matters across assigned colleges or projects. Collaborate with technical leads to address issues affecting the project budget. Present financial data clearly to management and stakeholders. Ensure adherence to BuildLACCD cost management policies and procedures. Provide interface support and respond to all college financial information requests. Travel to offsite project locations as required.
Qualifications
Project Controls Specialist I 1-3 years' experience in cost analysis or financial controls for construction projects. Bachelor's degree in Project Management, Construction Management, Business, or related field. (Additional experience may substitute education year-for-year.) Foundational understanding of cost management principles. Proficiency in Microsoft Office and Excel. Project Controls Specialist II 3-5 years' experience in project controls or cost analysis in a construction environment. Bachelor's degree in Engineering, Construction Management, Business, or related field. Familiarity with forecasting, change management, and risk analysis. Experience with systems like Proliance, Data Warehouse, or similar tools preferred. Project Controls Specialist III 5-10 years' professional experience in program/project controls for large-scale construction programs. Bachelor's degree in Engineering, Construction Management, Business, or related field. Advanced knowledge of cost/schedule management, earned value principles, and full project life cycle. Skilled in financial reporting, variance analysis, and multi-source funding compliance. Advanced proficiency in Microsoft Excel, and familiarity with large capital program tools.
Preferred Qualifications (All Levels)
Experience with educational facility construction projects. Proficiency with Proliance, Data-Warehouse systems, or similar cost tracking software. Strong communication, adaptability, and teamwork skills.
