The eligible list created by this recruitment may be used to fill additional vacancies in this classification. The purpose of the Analysis and Research Team (ART) is to dramatically improve programmatic and operational outcomes by delivering findings and recommendations that inform organizational decision-making. This is achieved through the delivery of analytical products and services by two specializations. Policy Analysts, who synthesize recommendations on how laws, rules, internal policies, or procedures be created, modified, or implemented to further the public good while complying with legal and regulatory requirements. Data Analysts, who develop, maintain, and operate processes that automate and standardize the analysis of data, including data dashboards and data warehousing platforms, so analyses may be produced with efficiency and consistency The position leverages a knowledge of statistical analysis, skills in system design, and problem solving ability to develop analytical systems by transforming disparate source data into ready to consume data for and dashboards for analysts and clients through the use of programming that converts administrative logic into system logic. This opening is an opportunity to contribute to a growing and mission oriented organization and team by collaborating closely with peer analysts and other operations, or customer-facing, staff to ideate and create analyses (with cutting-edge tools) that elevate government transparency and efficiency, while advancing progress towards ending homelessness and housing unaffordablility. The primary duties and responsibilities of this position include, but are not limited to: Develops processes that standardize and automate the analysis and visualization of data using technologies such as analytic data warehouses, statistical scripts, and data dashboards.

This work is primarily executed using programming languages such as Standard Query Language (SQL) and Python or R in code editors such as Google Cloud Console or Microsoft Visual Studio Code and leverage systems such as Google BigQuery and data build tool (dbt).

Conducts requirements gathering, through interviews and independent research, to inform the design and development of data dashboards and their underlying data transformation processes.

This position will bridge the understandings of programmatic and data management staff by identifying the administrative processes and descriptive characteristics to be modeled (such as loans originated in rural areas, or housing vouchers issued in the last month), and tracing these back to candidate data sources (such as data originating from the grant or voucher management systems), to design various models in including: integration models, dimensional models, and reporting tables

Develops tables and dashboards that are used by other analysts to make periodic or ongoing decisions about administrative operations or program and organizational strategy.

Monitors the data that is loaded into, transformed, and served by their analytical programs to verify whether the data within them is still recent and accurate.

Develops relationships with clients so that they can be proactively alerted about issues with data analyses, answer questions on analytical methods, and provide additional context

Class Code & Classification Description I1B2XX Statistical Analyst II Experience Only: Six (6) years of relevant experience operational or economic analysis which must have included: 1) using Python, R, or data visualization software such as Looker Studio (or similar) to prepare, analyze, and present data, or 2) designing analytical queries, views, and tables using SQL. Education and Experience:

A combination of related education in Business Analytics, Economics, Statistics, Mathematics, Computer Science or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years. Preferred Qualifications State of Colorado government experience as a specialist or analyst

Experience with data analytics and visualization techniques

Knowledge of enterprise data warehouse design, development, and operations (Google BigQuery and similar columnar databases)

Ability to interpret and apply standards, policies, procedures, regulations, and federal laws.
