As an Interagency Consortium (IAC) model, TECHGATE unifies stakeholders around shared goals to increase the cybersecurity posture, compliance readiness, and technical capability of the Defense Industrial Base (DIB), academic institutions, and small businesses.

Job Description The TECHGATE Contract Specialist will serve a key role in supporting all contract administration and compliance-related activities within the TECHGATE IAC framework. This role ensures that contractual documentation, procurement, and stakeholder agreements are aligned with federal acquisition best practices, organizational policies, and IAC principles. The individual will manage and monitor contract lifecycles, support cost allocation and documentation requirements, and serve as a liaison with program managers, consortium members, and government stakeholders.

Key Responsibilities Draft and maintain contractual documents, including MOUs, interagency agreements, and vendor or consultant arrangements. Support project leads and program managers in procurement planning, budgeting, and documentation. Ensure contract clauses, terms, and deliverables are in compliance with FAR/DFARS and applicable federal guidelines. Develop contract templates and provide support for onboarding of participating consortium partners. Liaise with finance and operations teams to ensure proper documentation, approvals, and reconciliation processes are met. Monitor contract performance, deliverables, and reporting timelines to ensure compliance and timely execution. Provide input into cost models and funding allocation tracking across TECHGATE workstreams.

Required Qualifications At least 5 years of experience as a Contract Specialist or equivalent in a federal, state, or local government context. Familiarity with FAR, DFARS, and contract lifecycle management in support of grant-funded or federal programs. Strong organizational, analytical, and interpersonal communication skills. Proficiency with Microsoft Word, Excel, Teams, and PowerPoint. Experience supporting multi-stakeholder or interagency projects is a plus. Eligible for U.S. Government Security Clearance.

Preferred Qualifications Prior experience supporting interagency agreements, grants, or cooperative agreements. Background working with federal financial forms and contract monitoring systems. Certifications such as FAC-C, DAWIA, or NCMA CPCM.
