KCDC is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 200,000 matters per year with 25 elected judges and roughly 260 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Fourteen cities contract with King County for court services provided by KCDC.
King County District Court is seeking applicants for a current opening as a Human Resources Manager II. The Human Resources Manager II for KCDC is a strong, innovative, action-oriented leader with well-rounded experience in a multitude of HR functions, including labor relations and negotiation management, contract administration, and employment investigations. The incumbent is responsible for the day-to-day management of all HR service deliveries. Work is performed at a professional level with the expectation of independent judgment and decision making. This position reports to the Human Resources Director and supervises Senior Human Resource Analysts.
- Collaborate, as part of the Courts Management Team, by utilizing continuous improvement methods to improve delivery of human resources functions.
- Lead, educate and advise on Labor Management and Contract Administration matters, and strategize, advice and lead Negotiations for the working conditions. Participate on the Countys coalition and wage contract.
- May support the Director with the Courts Personnel Committee.
- Draft, recommend, and implement policies regarding Human Resources matters.
- Assist with the development and delivery of training related to: personnel policies, procedures, supervision, performance management & appraisal, benefits, EEO, FMLA/KCFML (King County Family Medical Leave), ADA, and other regulatory compliance as deemed necessary by the Court.
- Update and maintain the KCDC Personnel Guidelines and other policies to keep in compliance with updated laws, rules and policies decisions.
- Conduct or supervise employment investigations and respond to complaints from the EEOC, OCR, and Ombudsman's Office. May serve as the department representative in hearings and responding to employee grievances and arbitrations.
- Handle complex issues, and questions including sensitive and confidential matters.
- Coach, train, motivate staff, and manage the workflow and prioritization of projects, and measure the performance of the HR unit.
- Oversee, lead and handle all aspects of HR service delivery.
- Demonstrated experience in Human Resources Management with an emphasis in the areas of employee and labor relations in the public sector.
- Ability to clearly advocate both verbally and in writing management's position in negotiations, grievances, and arbitration proceedings.
- Ability to establish and maintain effective working relations with colleagues at all levels of the organization, including Judicial Officers and external customers.
- Ability to provide excellent customer service to both internal and external stakeholders.
- Ability to be a self-starter, take initiative, apply creativity and to juggle multiple projects simultaneously.
- Demonstrated ability to welcome and accept feedback to continuously improve leadership skills.
- Ability to build and sustain inclusive and equitable teams through employee engagement, performance management and development in a dynamic work environment.

- Bachelors degree from an accredited college or university in Human Resources management, Business or Public Administration, Social Sciences or closely related field, or any combination of education and/or experience that demonstrate the ability to perform the essential functions of this position.

- Work location : Seattle, Washington - King County Courthouse, 516 3rd Ave., Seattle, WA 98104. Until further notice from the Court, the work associated with this position will be performed predominantly by teleworking, through a combination of teleworking and onsite work and meetings as needed. While in telecommute status, employees must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during regular work hours. Employees must reside in Washington state and within a commuting distance to the King County Courthouse to meet sporadic workplace reporting requirements.
- Physical Demands : While performing the duties of this job, the employee is regularly required to sit, talk or hear, and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl, and move and/or lift up to 10 pounds. The vision abilities required to perform this position include close vision.
- Working Conditions : Work is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic). This role routinely uses standard office equipment.
