This executive management position also serves as the principal liaison between the Social Services Agency and both the County Finance Agency and the County Office of Budget and Analysis, ensuring alignment of fiscal policy and practices across agencies.

Under general direction, the Chief Fiscal Officer Social Services Agency is responsible for planning, directing, and managing the agencys budget preparation, fiscal operations, contracts administration, fiscal research and statistical analysis, and risk management oversight. This executive management position also serves as the principal liaison between the Social Services Agency and both the County Finance Agency and the County Office of Budget and Analysis, ensuring alignment of fiscal policy and practices across agencies.
The Chief Fiscal Officer (CFO) for SSA is a key executive leader responsible for guiding the agencys financial strategy, ensuring fiscal integrity, and aligning resources to support critical human services programs. With a focus on long-term financial sustainability, this position supports integrated planning efforts that respond to evolving funding landscapes, legislative mandates, and client needs. Key responsibilities include providing strategic fiscal leadership through long-range financial planning and data-informed decision-making; ensuring compliance and accountability by adhering to legal, regulatory, and audit standards; integrating budgeting and planning to align financial resources with operational and service delivery goals; managing risk and overseeing procurement and contract processes; and fostering collaboration and communication by building strong partnerships within the agency and with external oversight bodies.
The ideal candidate is an experienced leader in Californias human servicespreferably at the county or state levelwith a strong understanding of the social services programs and the ability to provide strategic financial guidance and operational implementation. They must excel at linking fiscal data to client outcomes, navigating unpredictable federal and state funding environments, developing predictive spending models, and understanding how budget decisions impact formulas and programs.

Typical Tasks
  • Plans, directs, reviews, and supervises a variety of financial activities, including general accounting, cost allocation, claims and disbursements, acquisitions, research and statistics operations, contract administration, and payroll services;
  • Directs the preparation of revenue and expenditure summaries, and plans and develops the agency's fiscal forecasting and budget analysis;
  • Leads budget planning and decision-making in response to changes in state and federal funding levels, legislation, and policy directives;
  • Estimates and computes revenue and receivables, and directs the maintenance of general ledgers of several complex trust and operating funds;
  • Develops predictive spending models and manages cost allocation and reimbursement processes to maximize local, state, and federal funding opportunities;
  • Ensures that budget planning and resource allocation support program effectiveness and the ability to meet client and community needs;
  • Reviews and directs responses to all audit reports;
  • Directs the contract administration activities of the agency, including procurement, execution, monitoring, auditing, and close out;
  • Administers the preparation and reporting of expenditures, including the distribution of labor costs, the quarterly administration claims to the State, and claims for all aid payments;
  • Supervises the development and maintains an ongoing analysis of fiscal policy and procedures for the agency;
  • Coordinates activities of the financial divisions with other agency departments and divisions;
  • Collaborates with external agency leaders and participates in interagency meetings to anticipate legislative changes, develop responsive strategies, and identify joint solutions;
  • Provides data for and assistance to internal and external auditors;
  • Directs the selection, training, and supervision of a large staff of professional, technical, and clerical personnel in Fiscal, Contract, and Risk Management administration;
  • May be assigned Disaster Service Worker responsibilities, as needed;
  • Performs related duties, as required.
Employment Standards
Sufficient training, education, and experience to demonstrate the ability to perform the above tasks and the possession and direct application of the following knowledge and abilities.
Training and Experience Note : The required knowledge and abilities would typically be attained through education and experience equivalent to a bachelors degree with major course work in accounting, business administration, or a closely related field and five (5) years of increasingly responsible professional experience in accounting or auditing work, including at least one (1) year in a supervisory capacity. Experience managing budgets and financial operations within welfare or human services programs is highly desirable.
