A well-established public-sector organization is seeking a Procurement Manager to lead its Purchasing and Materials Management Department. Procurement Manager Requirements & Qualifications
- Bachelors degree in Supply Chain, Business, Law, Economics, or related field
- Minimum 5 years of procurement experience, including supervisory responsibilities
- In lieu of a degree, 8+ years of directly related experience may be considered
- Must hold or be able to obtain CPPB certification within 12 months
- Valid Texas drivers license required
Procurement Manager Must Haves
- Ability to lead and develop a high-performing procurement team
- Deep knowledge of Texas statutes and local government codes related to public purchasing
- Strong understanding of inventory control, warehouse operations, and capital purchasing
- Able to review requisitions, bids, and contracts for compliance and alignment with policy
- Skilled in building effective internal relationships and training non-procurement personnel
- Oversees contract awards, renewals, and tracking to ensure uninterrupted service and supply
- Hands-on management of budget planning, procurement forecasts, and expenditure tracking
- Excellent communication and reporting skills both verbal and written
Procurement Manager Preferred Background & Skills
- CPPB or NIGP certification preferred
- Background in public sector or utility purchasing
- Experience developing procurement policies and procedures from the ground up
- Familiarity with Microsoft Excel, Word, PowerPoint, and procurement software
- Demonstrated success in capital project planning, change management, and process improvement
