A well-established public-sector organization is seeking a Procurement Manager to lead its Purchasing and Materials Management Department. Procurement Manager Requirements & Qualifications
  • Bachelors degree in Supply Chain, Business, Law, Economics, or related field
  • Minimum 5 years of procurement experience, including supervisory responsibilities
  • In lieu of a degree, 8+ years of directly related experience may be considered
  • Must hold or be able to obtain CPPB certification within 12 months
  • Valid Texas drivers license required
Procurement Manager Must Haves
  • Ability to lead and develop a high-performing procurement team
  • Deep knowledge of Texas statutes and local government codes related to public purchasing
  • Strong understanding of inventory control, warehouse operations, and capital purchasing
  • Able to review requisitions, bids, and contracts for compliance and alignment with policy
  • Skilled in building effective internal relationships and training non-procurement personnel
  • Oversees contract awards, renewals, and tracking to ensure uninterrupted service and supply
  • Hands-on management of budget planning, procurement forecasts, and expenditure tracking
  • Excellent communication and reporting skills both verbal and written
Procurement Manager Preferred Background & Skills
  • CPPB or NIGP certification preferred
  • Background in public sector or utility purchasing
  • Experience developing procurement policies and procedures from the ground up
  • Familiarity with Microsoft Excel, Word, PowerPoint, and procurement software
  • Demonstrated success in capital project planning, change management, and process improvement
