Overview

Advises and coordinates legal activities of the Office of the Inspector General’s Office; conducts investigations and research activities to ensure compliance with applicable statutes, rules and policies or for use in court cases regarding lobbying registration/reporting/compliance, employees, audits and procurement; engages in specialized legal and administrative work and performs complex technical functions in the drafting of administrative rules and/or legislation affecting the Office’s programs; counsels administrative officials on matters of policy and operational procedures; assists the General Counsel's office or Attorney General in the conduct of litigation on special cases which may have Important implications to the Offices of the Inspector General and Secretary of State.

Duties And Responsibilities

Advises the Inspector General and other administrative staff concerning problems of a legal nature involving the operational programs of the Office; provides legal advice and consultation as needed throughout the Office pertaining to the administrative rules, regulations and other programs and policies; participates in the development and implementation of programs and procedures required to meet statutory compliance. Researches, drafts and writes memoranda of law on legal issues as they relate to the Inspector General’s Office; reviews current and proposed legislation for legal sufficiency and statutory changes, as well as for the necessity of administrative rules; confers with Inspector General and advises administrative officials of potential problems related to legislation. Advises the Inspector General concerning Office matters, including conflicts of interest or malfeasance of employees and the enforcement of appropriate portions of the Illinois law, federal law and Secretary of State policies and Rules in conjunction with other State and local law enforcements organizations; advises as attorney for the Office in adversary proceedings; presents evidence at hearings, examines and cross examines witnesses, makes initial and closing arguments to hearing officer; coordinates Investigations and confers with the Inspector General, Attorney General and General Counsel representing the Offices of the Inspector General and Secretary of State in legal proceedings. Reviews current administrative rules, policies and procedures, etc. and proposes amendments as well as drafting new administrative rules when necessary to ensure adherence to accepted work standards, policies, rules and procedures within the Office, for procurement and for lobbying registration, reporting and compliance. Advises the public, including attorneys, prosecutors, and court officials concerning statutory interpretation and compliance with laws and office procedures, etc. affecting the Office of the Inspector General and the Secretary of State’s Office; conducts in-depth legal research in response to serious issues faced by department directors, administrators and executive office involving Office programs and policies. Performs other duties as required or assigned.

Specific Skills:

Requires extensive knowledge of the common law and of the State and Federal laws relating to administrative and regulatory functions. Requires extensive knowledge of judicial and quasi-judicial procedure and of the rules of evidence, hearings, and trial procedures. Requires working knowledge of management practices and procedures. Requires ability to maintain satisfactory working relationships with superiors, other attorneys, employees and the public. Requires ability to present material in clear and logical form for oral or written presentation, as briefs, orders, reports or decisions. Requires ability to exercise sound judgement in appraising and evaluating problems of a procedural nature. Requires the ability to lift, carry, push and pull 50 lbs. Requires willingness to travel and possession of a valid Illinois driver’s license.

Education and Work Experience:

Requires possession of a license to practice law in Illinois

AND

one (1) year of professional experience in the practice of law.
