Role Highway & Roads Market Sector Director

Responsibilities The primary responsibilities of the Highway & Roads Market Sector Director are divided into three areas, in HDR’s matrix management structure for the H&R market sector (the largest HDR market sector, representing nearly $1B in annual revenue):

Market leadership and business development (70%)

Staff development (20%)

Support to Operations (10%)

Market Sector Directors set the vision for HDR’s strategy to expand and provide services to clients in the market sector. Working with region and area business group leadership, they support growth initiatives and staff development to achieve annual market sector goals. The Market Sector Director coordinates strategy with business group leadership, operations, client managers, practice leaders and other HDR leaders, and reports to the Transportation Business Group (TBG) Market Strategy Director. They maintain regular communication with region and area leadership to implement growth and operating plans at the market sector level.

HDR maintains contracts with state departments of transportation and numerous towns, counties and cities in the US. HDR is expanding to Canada, the UK, parts of the Middle East and Australia. Our H&R professionals engage with clients to provide bridge and highway design, traffic engineering, transportation planning and tolling services, and HDR offers advisory, environmental, strategic communications, facilities and more.

The Market Sector Director is responsible for supporting area business development and client management while defining and implementing growth initiatives, coordinating best practices, delivering high-quality services, and representing HDR in the marketplace. They engage a wide spectrum of employees to develop and reinforce HDR’s image with clients and markets.

Business Development Responsibilities

Oversee the creation and implementation of strategic vision and direction for the market sector – aligning technical/professional services with business group and operations leadership across the firm.

Serve as the Client Manager for selected key clients within the market sector.

Engage in selected projects as Principal-In-Charge.

Promote the marketing and delivery of HDR services to clients within the market sector in collaboration with client managers.

Participate as a member of the Transportation Business Group Management Team.

Work with Regional Business Group Directors on development and delivery of area goals and market sector initiatives.

Collaborate with client managers and business development leaders to drive client development and pursuit processes.

Support area and strategic pursuits through client relationship development and pursuit activities.

Represent HDR in industry associations and act as a company role model in business and community organizations.

Identify investments (acquisitions and technology) to maintain or advance HDR’s leadership position.

Monitor marketing capabilities and ensure market sector alignment with departments to achieve goals.

Develop relationships with industry counterparts in other consulting organizations.

Develop and maintain relationships with senior leadership in key client organizations.

Lead strategic partnerships with other firms in the industry to share HDR’s culture and expertise, with potential for acquisition considerations as part of HDR’s growth strategy.

Represent HDR’s presence with industry organizations in the US, Canada, EMEA and APAC regions (e.g., AASHTO, IBTTA, NASTO, SASHTO and others).

Staff Development Responsibilities

Lead an organization that supports client delivery and staff growth; assist in recruitment of market sector talent.

Manage Global Market Sector P&L in coordination with local area managers and coordinate work-sharing across departments.

Collaborate with business class directors to drive technical excellence and coordinate staff for project delivery and marketing.

Coordinate staffing/recruiting plans for key hires and assist local leadership with hires as necessary.

Approve all key/strategic hires in the market sector.

Participate in Annual Performance Conversations for key market sector leaders.

Support to Operations The Market Sector Director supports Regional Business Group Directors and area managers in the delivery of professional services for area projects within the market sector. Key responsibilities include driving client management, monitoring market sector profit and loss, reviewing staff assignments, encouraging work-sharing, ensuring project delivery, and supporting the QA/QC program.

Monitor market sector performance indicators, including NFE/NFB, profit, unbilled revenue, AR, losses and investments; monitor staff workload and facilitate work-sharing within the sector; promote efficient use of resources.

Assist with contract review on key projects to ensure risk management, proper staffing, quality controls and claims resolution.

Promote Quality Assurance/Quality Control; work with leadership to support marketing and project activities with technical expertise.

Facilitate development and dissemination of “lessons learned.”

Qualifications Preferred Qualifications

Minimum 20 years experience in planning/engineering in highway or bridge design

Professional engineering license or equivalent

Current or past leadership positions within highway/road industry associations including AASHTO, IBTTA and other global organizations

Required Qualifications

Bachelor's degree in Engineering or a closely related field

A minimum of 12 years industry experience including leadership

Strong written and verbal communication skills

Strong skills in client management, client development and a proven record of growing/leading a practice

Strong business skills; including budgeting, staffing and operations management

Strong ability to analyze the marketplace and position HDR strategically

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
