Idaho National Laboratory is hiring a Security Programs and Services Division Director to work with the Safeguards and Security team. Our team works a 9x80 schedule located at our Research and Education Campus in Idaho Falls with every other Friday off.
Primary Responsibilities
Provide senior leadership at the division director level. Protect, control, and account for INL security interests. Manage a diverse staff of ~50 FTEs with significant impact on INL. Establish and communicate clear performance expectations and goals for staff. Manage a $14M budget.
Specific Duties
Management of Information Security Program Classified Matter Protection and Control (CMPC) Program: Develop and manage CMPC plans and policies. Conduct risk assessments and provide training to classified material handlers at the lab. Classification and Declassification reviews Program. Classification and Controlled Unclassified Information Program. Ensure compliance with classification U.S. Government regulations. Provide technical advice to derivative classifiers. Operations Security (OPSEC) Program: Develop and implement OPSEC procedures. Conduct OPSEC assessments and training. Identify, controlling and protecting information assets (classified, and unclassified) Technical Surveillance Countermeasures (TSCM) and TEMPEST Programs: Manage a detect and mitigate technical surveillance threats Program. Ensure classified network security. Personnel Security: Oversee applicable security clearance processes. Manage foreign visits and assignments vetting process. Oversee badging office, manage badges, provide adequate access for staff Management of Human reliability program. Foreign visit and assignment (Security plans for FN, facilitate). Physical Security: Implement physical security plans and access controls. Physical Security Officers Develop Compensatory Measures for security assets. Integrate with operations providing adequate security measures. Security keys and locks management. Electronic devices in security areas. Visitor Management System. Safeguards and Security Equivalency/Exception Process: Manage documentation and risk assessments for DOE assets.
Additional Duties
Manage activities through second or third level managers. Manage professional employees and subordinate managers from multiple disciplines. Accountable for division budget which may be broad and have far reaching impact on the business segment. Ensure that budgets, schedules, and performance standards are realistically set and attained. Participate in the development of overall objectives and long-term goals of the division and the directorate. Establish and administer operational objectives, policies, procedures, and work plans, and delegates assignments to subordinates. Develop, modify, and execute company policies that affect immediate operations and may also have companywide effect. Interact regularly with lower and/or senior management on matters concerning several functional areas, department, and/or customers.
Minimum Requirements
Bachelor’s degree and at least 8 years of experience OR Master’s degree and at least 5 years of experience is required. At least 5 years of management experience is required. Knowledge of security practices and procedures, such as personnel, physical, and/or information security in a government setting. This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
Preferred Experience
Bachelor’s degree and at least 15 years of experience OR Master’s degree and at least 12 years of experience is preferred. Demonstrated success leading change. Ability to communicate to individuals at all levels (individual contributor through senior leadership) and across the peer group both inside and outside of the organization.
Job Information
The target pay range for this position is ($165,026 - $240,150) annually. The full pay range is ($124,848-$324,600). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials. TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
Physical Requirements
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
