The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role. Position Overview:

The TEA Student Assessment Scoring & Reporting team plays a vital role in ensuring the quality and integrity of the scoring and reporting processes for Texas summative assessments. The team is responsible for directing all activities and products related to scoring, reporting, quality control, and data analysis for the State of Texas Assessments of Academic Readiness (STAAR), STAAR Alternate 2, and the Texas English Language Proficiency Assessment System (TELPAS and TELPAS Alternate 2). They closely monitor data management and reporting functions in collaboration with assessment program contractors to ensure that contractual requirements are met for scoring and reporting. Additionally, the team coordinates the creation, use, and verification of assessment data within both state and federal accountability systems and provides training and presentations on scoring and reporting policies to a wide range of audiences inside and outside the agency. The Programmer Analyst supports customers in acquiring useful assessment data to make informed decisions about student performance outcomes on statewide assessments. This work is critical to improving outcomes for students by providing accurate performance data to students and school districts. Using technical skills and knowledge of assessments, the Programmer Analyst writes, revises, and implements complex SAS programs to create, combine, manage, and analyze datasets containing results of standardized tests. The work produced by the programmer is included in analytic reports for publication, provided to customers requesting public information as well as internal ad hoc requests within the agency. An important aspect of delivering customers with quality customized data and information involves the Programmer Analyst performing quality control work verifying accuracy and appropriateness of analysis and written reports. This position reports to the Director of Scoring and Reporting and resides in the Student Assessment Division within the Office of Analytics, Assessment and Reporting. Reviews, communicates and generates information and/or analysis for requests from internal TEA partners. Includes annual preparation and QC of Commissioners Press Release of STAAR Results, and the Biannual Report. 2. Fulfillment of PIRs:

Works with various team members and agency divisions to fulfill public information requests (PIR) relating to assessment data. QA functionality and data for the Research Portal to provide assessment data reports for stakeholders. 3. Cyclical Reporting Team Support:

Supports broader Scoring & Reporting team efforts in their annual reporting process for all summative assessment administrations (e.g., administration of student tests, verification of student reports). In addition, leads statewide data quality control by analyzing and reviewing statewide assessment data files (e.g., STAAR, STAAR Alternate 2, TELPAS, TELPAS Alternate) before making it available for internal TEA partners in production. Qualifications Minimum Qualifications Education:

Graduation from an accredited four-year college or university Experience:

At least three (3) years of experience in SAS required Substitutions:

Education and experience may substitute for one another on a year-for-year basis Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Experience and knowledge of Texas assessments preferred Skilled in complex SAS programming language Knowledge of Texas assessments and the testing process Ability to work under limited supervision with considerable latitude for use of initiative and independent judgment Knowledge of data collection, management, analysis, reporting and statistical methods Experience with large institutional databases Knowledge of educational performance measures and state education data sources is preferred Ability to interpret results of data analysis, express ideas clearly, verbally and in writing, and work in a team environment Ability to maintain working relationships with a variety of people and groups Experience with ad hoc requests for information and consultation Meticulous attention to detail with an ability to produce high quality work in a dynamic environment Highly organized; ability to manage multiple projects at once and meet deadlines Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze
