Description Location: Middletown, NY Salary: $66,300 Annually + Benefits Package Hours: Monday-Friday 8:00AM-4:30PM, (40hrs) Overview of Primary Responsibilities This position supervises daily QA/QC, Quality Improvement, Regulatory, Safety, and Compliance activities supporting all corporate operations including reviews, investigations, audits, surveys, process improvement activities, training, and risk management for the Access Network, including Access: Supports for Living, NY Families for Autistic Children, Meaningful NY, and The Guidance Center of Westchester. Ensures compliance with all local, state, and federal rules and regulations including those mandated by OPWDD and NY State Justice Center. Primary Functions Quality Management Leads development, implementation, and evaluation of the monthly audit program plan, including QA and UR work plan audits. Develops and manages tracking tools for QA functions, audits, and regulations. Collaborates with staff and leaders to develop, implement, and track quality work plans and corrective actions. Leads QA/program annual meetings and protocol reviews. Oversees development of QA activities such as internal audits, reports, billing grids, documentation curriculum, personnel, regulation tracking, program reviews, forms, and electronic health records. Conducts annual reviews of all program and QA protocols. Assists in strategic communication related to rule changes, audit findings, and regulatory requests. Supports the VP of Risk Management, Quality, and Compliance in achieving quality deliverables across business segments. Ensures QA audit compliance across all IDD services. Incident Management Co-Chairs Incident Review Committee, ensuring proper incident reporting, investigation, and documentation. Oversees incident reporting processes, investigations, and maintains electronic files. Communicates with legal representatives regarding incidents. Prepares dashboards, agendas, minutes, and reports for committees and the Board. Supports strategic projects led by Quality Specialists. Corporate Compliance Leads the organization-wide compliance program. Develops, updates, and executes compliance policies and protocols. Co-Chairs the Compliance Committee, conducts investigations, and manages compliance risks. Ensures compliance training for all staff and stakeholders. Prepares compliance reports for leadership and the Board. Accreditation Supports external reviews, including accreditation surveys and mock audits. Trains QA staff on various quality and regulatory tasks. Participates in meetings related to quality and compliance. Leadership and Management Supervises and evaluates staff performance. Provides training, mentoring, and resources. Ensures policy adherence and clear performance expectations. Participates in talent management activities. Supports QA Departments in Safety and Security: Organizes safety measures, inspections, drills, and compliance with CARF standards. Risk Management: Develops risk management plans, conducts assessments, and mitigates risks. Privacy and Security: Supports privacy programs and HIPAA compliance. Complaint & Grievance Management: Oversees protocols and investigations. Project/Process Improvement: Identifies efficiency opportunities. General: Attends meetings, chairs committees, and supports special projects. Additional Organizational Support Performs other duties to support organizational quality efforts. Qualifications & Attributes Knowledge of OPWDD, NY State Justice Center, CMS, OMIG, NY Part 521, HIPAA, HITECH, and Omnibus regulations. Proficiency with office equipment and Microsoft Office suite. Data analysis and reporting skills. Education & Experience Master’s degree in Professional/Business Studies, or LCSW or LMSW, or Bachelor’s degree with 5+ years of quality management experience. Lean or Lean Six Sigma experience preferred. Physical Characteristics Sitting or standing for long periods. Lifting up to 10 lbs occasionally. Ability to work in open space and with co-workers.
