Scroll down the page to see all associated job requirements, and any responsibilities successful candidates can expect. ESSENTIAL DUTIES AND RESPONSIBILITIES Policy Review, Development and Regulatory Compliance:

Reviews and analyzes procurement policies and procedures; updates procurement policies to ensure compliance with HUD, District, federal, and local regulations. Recommends policy revisions and process improvements to enhance efficiency and align with industry best practices. Interprets and applies procurement guidelines, including HUD policies, ensuring procurement activities adhere to statutory requirements. Supports departments to ensure compliance with objectives and guidelines, making recommendations to solve procurement issues. Pre-Award and Post-Award Contracting:

Conducts all procurement stages, including preparing and evaluating RFPs, solicitation documents, and performing cost analysis. Oversees contract management from initiation to closeout, including adjustments and terminations when necessary. Vendor Management and Market Analysis:

Maintains a qualified vendor list, assesses market conditions, evaluates supplier performance, and develops vendor recommendations. Negotiates terms to meet organizational goals. Project Support:

Collaborates with departments on procurement specifications, inventory needs, and replenishment cycles. Facilitates procurement for MRO, Capital Development projects, and provides guidance on procurement and contracting terms. Analyzes requisitions for quantity, specifications, and compliance; manages procurement activities from proposal to delivery. Documentation and Reporting:

Drafts acquisition plans, milestone charts, and status reports. Maintains records and informs stakeholders of progress and issues. Communication and Coordination:

Acts as liaison with leadership, vendors, and external agencies. Advises on procurement and policy matters, conducts pre-proposal conferences, and reviews bids for compliance. Market Research and Supplier Evaluation:

Researches market conditions, evaluates supplier performance, compares prices and quality, and assesses supply options. Recommends suitable suppliers and develops negotiation strategies. Solicitation and Procurement Requests:

Drafts, reviews, and responds to solicitations and procurement requests. Performs other related duties as assigned. QUALIFICATIONS Must be able to perform each duty satisfactorily. Reasonable accommodations may be made for disabilities. Job Competencies: Expertise in procurement and contracting methods and contract types. Knowledge of HUD procurement laws, District Government policies, and procedures. Knowledge of construction and redevelopment procurement. Skills in market research, data analysis, and purchasing best practices. Knowledge of contract administration and termination techniques. Strong analytical skills and organizational abilities. Knowledge of formal advertising and supplier sourcing. Excellent communication and negotiation skills. Education and Experience: Bachelor’s degree in a business-related field from an accredited college or university, with at least five years of relevant experience, or equivalent experience in government or construction/real estate industry. Other combinations of education and experience may be considered.
