The Washington Metropolitan Area Transit Authority (WMATA) seeks key staff augmentation resources for immediate surge support on initiatives such as the Better Bus Network Redesign, Trapeze to HASTUS Migration, Fleet Technology Optimization, Railcar-to-everything communication, Access Services Technology Optimization, Tap-n-Go, and Exadata migration to Oracle Cloud Infrastructure. The Program Manager - Application Development is responsible for the overall direction, coordination, implementation, execution, control, and completion of multiple application development projects, ensuring alignment with company strategy, commitments, and goals. This role requires technical expertise, project management skills, and leadership abilities to drive successful outcomes in a dynamic environment. Responsibilities:
Program Leadership and Strategy:
Define program scope, objectives, and deliverables in collaboration with senior management and stakeholders. Develop and maintain program roadmaps, outlining project dependencies, timelines, and resource allocation. Align program goals with business objectives and ensure that projects contribute to the overall strategic vision. Provide strategic guidance and decision-making throughout the program lifecycle.
Project Management:
Oversee multiple application development projects, ensuring timely delivery within budget and quality standards. Develop and manage project plans, including scope, goals, and deliverables. Coordinate project activities, resources, and schedules. Monitor progress, resolve issues, and escalate risks as needed. Manage budgets, track expenses, and ensure cost-effectiveness.
Team Leadership and Collaboration:
Lead, mentor, and motivate project teams to foster a collaborative environment. Facilitate communication among teams, stakeholders, and departments. Manage vendor relationships and ensure performance expectations are met. Promote best practices and process improvements within the team.
Stakeholder Management:
Build and maintain relationships with stakeholders, including senior management and technical teams. Communicate project status, progress, and issues clearly and timely. Manage stakeholder expectations and satisfaction. Act as a liaison between business and technical teams to translate needs into technical solutions.
Risk and Change Management:
Identify, assess, and mitigate risks; develop contingency plans. Manage changes, ensuring proper evaluation, approval, and implementation. Implement change management processes to minimize business disruption.
Quality and Compliance:
Ensure projects adhere to quality standards, best practices, and regulations. Oversee testing and quality assurance to meet requirements. Promote a culture of quality and continuous improvement.
Qualifications include a Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field, with a Master's degree preferred. The role requires at least 8-10 years of experience managing complex application development programs, with proven success in delivering projects on time, within budget, and to quality standards. Extensive experience with software development methodologies (e.g., Agile, Waterfall, Scrum), managing cross-functional teams, and working with diverse stakeholders is essential. Familiarity with programming, databases, operating systems, software architecture, design patterns, system integration, and cloud platforms (AWS, Azure, GCP) is required. Agile certifications such as CSM or SPC are also required.
