We’re seeking a principal-level Product Manager to provide hands-on leadership for a cross-functional UX and service design Prototype Team supporting TTB’s service modernization efforts. In this role, you’ll guide the team’s day-to-day execution—managing the prototyping roadmap, facilitating agile delivery, and ensuring iterative improvements are informed by user research and aligned with agency goals. As deputy to the Lead CX Strategist, you’ll also contribute to strategic planning, help define success metrics, and support the adoption of modern delivery practices that strengthen coordination, impact, and momentum across TTB’s CX and product initiatives. This is a full-time position contingent on contract award, with a12-month contract duration. You’ll have the opportunity to join a project that directly supports Bixal’s mission of improving how government serves people. While the project has a defined timeline, we believe in open communication and proactive career support. You’ll be kept informed of contract status — and we’ll be here to help you grow into what’s next, whether within this project or beyond it. Responsibilities

Provide day-to-day leadership for the Prototype Team, guiding CX analysts, service designers, and UX/UI designers in delivering actionable, research-informed service improvements. Translate high-level service strategies into tactical plans, sprint goals, and prioritized backlogs. Manage the prototyping roadmap and work plan, ensuring alignment with agency priorities, capacity, and feedback loops. Facilitate agile ceremonies including sprint planning, stand-ups, and retrospectives to maintain team momentum and coordination. Monitor and track key metrics to evaluate the impact of service improvements and support continuous learning. Collaborate closely with the Lead CX Strategist and agency stakeholders to connect tactical delivery with strategic objectives. Engage with service owners to ensure design and prototyping efforts meet their evolving needs and enable implementation readiness. Support documentation and knowledge sharing practices to sustain improvements and build internal capabilities. Identify risks, remove blockers, and ensure timely delivery of high-quality prototypes and insights. Contribute to change management and team process refinement in support of a collaborative, user-centered working culture. Other relevant duties as assigned, as trained and qualified to perform. How You’ll Qualify for this Role

Bachelor’s Degree plus at least five (5) years of experience in product management, leading digital product or cross-functional delivery teams. Proven experience translating strategy into execution and managing product delivery in agile environments. Deep knowledge of modern product management practices, including iterative development, backlog management, and MVP scoping. Demonstrated ability to lead multidisciplinary teams and prioritize work based on user research, stakeholder input, and organizational goals. Experience working as a deputy or operational lead in large-scale service or digital transformation initiatives. Strong facilitation, communication, and stakeholder engagement skills, with the ability to align diverse perspectives and guide decision-making. Familiarity with CX and UX research principles and the ability to collaborate effectively with design teams. Awareness of how AI-enabled tools can support CX and product practices — including opportunities to accelerate research synthesis, inform strategic prioritization, or enhance data-driven decision-making across service improvement efforts. Comfortable using tools like Jira, Confluence, Miro, Microsoft Office, and Google Workspace to manage work and communicate across teams. Ability to obtain and maintain a Public Trust clearance.
