Overview Under the direction of the Chief Operating Officer, the Vice President of Property and Facilities is responsible for the oversight of all property-related items at all YMCA of Metropolitan Los Angeles, including all capital and maintenance deferred expenditures. The Vice President of Property and Facilities responsibilities span a broad spectrum, covering areas of project management, cost management, contract administration and safety.
Minimum Qualifications
EDUCATION: Bachelor\'s degree in construction management, engineering, business or equivalent
RELATED EXPERIENCE: Minimum of seven (7) years of successful professional experience in facility maintenance and planning, coordinating and directing the work of employees
LICENSES & CERTIFICATIONS: YMCA P.O.O.L./CPO preferred, YMCA Organizational Leader Certification preferred

Essential Functions
Develops and manages property and purchasing budgets for Capital Reinvestment / Annual Budget / Deferred Maintenance.
Responsible for maintenance and repair of Association insured building/property assets; responsible for all capital and maintenance deferred expenditures; manages bid process and contract management for projects and equipment.
Project manager for planning, design and construction of facilities projects for the Association; supervises the work of contracted labor; supervises and inspects the work of contracted skilled tradespersons; inspects the work of outside contractors for adherence to plans and specifications.
Supports the Association\'s strategic plan and ensures the accomplishment of organizational goals and objectives; ensures outstanding customer/member service and compliance with Association standards, policies and procedures.
Manage the development of safety policies and procedures in compliance with YMCA, local, state and federal Occupational Safety and Health Administration (OSHA) rules and regulations and other consensus standards.
Manage process for analysis of accident causes, trends and hazards for use by YMCA personnel and outside agencies.
Design and implement training programs and program content for Association Safety Cluster, and work groups.
Oversee the hiring, training, supervision and evaluation of Association Facilities and Safety Department staff.
Recruit and hire staff using screening tools and panel interviews to gain the best possible fit with each opening.
Ensure that all staff members have development plans and that funding for training is allocated and used appropriately.
Identify career candidates and work an active plan to support their development and advancement
Responsible for fiscal matters related to property operations and safety management, including detailed record keeping
Visits all Facilities bi-monthly, creating detailed reports for the Association and Branch Leadership
Oversee YMCA properties to detect existing or potential accidents and health hazards, responsible for corrective or preventative measures where necessary.
Inspects the condition of facilities to determine needed repairs and preventative maintenance plan
Authorize, prioritize and delegate work requests; provides direction and direct input for Association Facilities to set up and manage critical service and supply contracts through preferred vendor program.
Responsible for janitorial contract and performance which will be linked to SEER cleanliness score.
Oversee the management of the Work Order and Capital Asset software systems.
Serves as staff liaison for Association Property Committee.
Leads Association by ensuring staff are informed of changes in technology, laws, codes or regulations about general facility maintenance as well as workplace safety and OSHA standards.
