Overview
Turner & Townsend are seeking a Senior Preconstruction Zoning & Due Diligence Manager to drive the site selection and entitlement strategy for a rapidly expanding network of EV service centers. This role is critical to the success of our infrastructure program, overseeing the earliest and most complex phases of development. You will lead zoning analysis, permitting coordination, and due diligence across dozens of concurrent projects, ensuring each site is positioned for timely and compliant execution. This is a high-impact role requiring deep expertise in real estate development, municipal processes, and infrastructure planning. Responsibilities
Lead zoning, entitlement, and due diligence efforts for a high-volume portfolio of EV service center development projects. Own the site feasibility process, including land use analysis, title review, environmental assessments, and traffic logistics. Interpret and apply complex municipal codes and planning ordinances to assess development potential and constraints. Develop and implement permitting strategies to secure approvals across multiple jurisdictions under aggressive timelines. Serve as the primary point of contact with city agencies, representing the company in planning meetings, hearings, and negotiations. Collaborate with internal teams (Real Estate, Design, Construction, Legal, Operations) to align site strategy with infrastructure and operational needs. Manage external consultants and vendors to deliver accurate, timely due diligence reports and entitlement packages. Evaluate site access and circulation challenges, proposing creative solutions to traffic flow, ingress/egress, and logistical constraints. Create and maintain standardized tools, checklists, and workflows to streamline zoning and permitting processes across projects. Identify and communicate site-specific risks, providing clear recommendations for go/no-go decisions to leadership. Support long-term planning and scaling efforts. Stay current on local and regional planning laws, building codes, and real estate trends to inform strategy and execution. Qualifications
Bachelor’s degree in Urban Planning, Real Estate Development, Construction Management, or a related field. 10+ years of experience in zoning, entitlements, and due diligence for commercial, industrial, or infrastructure projects. Proven ability to manage large-scale, multi-site development programs in a fast-paced environment. Deep expertise in interpreting and applying municipal codes, land use regulations, and permitting processes. Strong leadership and stakeholder management skills, with experience influencing cross-functional teams and external agencies. Experience coordinating with electrical and infrastructure teams, especially for EV-related developments. Familiarity with traffic studies, site access planning, and circulation design. Excellent written and verbal communication skills, including executive-level reporting and presentations. Strong organizational skills and attention to detail in documentation and reporting. Willingness to travel for site visits and city meetings. Salary and Conditions
The salary range for this full-time role is $160K-$180K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.
