The Space and Intelligence (S&I) Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge computer-based solutions, advanced technologies and progressive capabilities to meet those needs.

The S&I Division comprises the Intelligence Programs Group (IPG), the Space Systems Group (SSG), and the Strategic Technology Analysis Group (STAG), which collectively provide outstanding support to help their customers achieve our nation’s most critical objectives and goals designed to protect the safety and livelihoods of all U.S. Citizens, military forces at home and abroad.

SPA has an immediate need for a number of highly qualified Senior Contracts Support Specialists and Contracts Support Specialist Subject Matter Experts (SMEs) to support our new U.S. Space Force, Space Systems Command Hemisphere contract in the El Segundo, CA area.

Travel is not anticipated but would occur less than five percent of the time on an occasional and irregular basis and be limited to domestic locations only.

Acquisition Contracting Specialist SME

The Senior Contracts Support Specialists Shall Have

Expertise in Federal, DoD, Air Force, and SSC contracting processes and procedures

Demonstrated ability to lead all aspects of any contract action required by the program office, including but not limited to solicitations, change proposals, funding modifications, and award or incentive fee management

Prior Procurement Contracting Officer (PCO) or Buyer experience

Past or present experience with SSC or mission partner space control or space situational awareness mission area programs

Expertise in the preparation, negotiation, acceptance, and management of government contracts

Expertise reviewing contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements

Advanced ability to advise management of contractual rights and obligations and provides interpretation of terms and conditions

The Contracts Support Specialist SME Shall Have

Advanced expertise in Federal, DoD, Air Force, and SSC contracting processes and procedures

Enhanced ability to lead all aspects of any contract action required by the program office, including but not limited to solicitations, change proposals, funding modifications, and award or incentive fee management

Extensive prior Procurement Contracting Officer (PCO) or Buyer experience in U.S. Air Force or U.S. Space Force procurements

Required Qualifications

U.S. Citizen

Active TS/SCI clearance/access or TS/SCI eligible

Masters degree in a Federal contracting-related discipline, such as an M.B.A. (administration) or Federal procurement, purchasing, or acquisition

At least 15 years of relevant Federal contracting experience as a PCO, contracting officer, legal specialist, or similar positions

Reports to El Segundo, CA work location, up to full-time, based upon the needs of the client

Desired

In-depth familiarity with the Federal Acquisition Regulations (FAR), the Defense FAR Supplement (DFARSUP), and applicable U.S. Air Force and U.S. Space Force contracting and procurement regulations

Certifications in relevant fields, such as Federal Acquisition Certification in Contracting (FAC-C) or Certified Federal Contracting Manager

Experience with contract award protest adjudication process

California Pay Transparency Range: 130k - 200k
