Overview Northrop Grumman is seeking a Software Engineering Manager 2 (R10201339) to lead a software development team in Rancho Bernardo, CA. The role leads a team of approximately 10-20 to complete the full software development life cycle in an Agile environment, collaborating with Systems Engineering, Cloud & Application, Test Automation, DevSecOps, and Systems Test to meet contract objectives. The position reports to the IPT Lead on the program side and the Software Department Manager on the functional side. On-site, full-time with no remote work, and occasional travel up to 10%.

Responsibilities

New business acquisition, proposal, and special projects support

Support Functional Engineering initiatives

Assist with staff workload forecast preparation

Identify and implement new or improved tools and processes to increase team efficiency

Acquire the necessary computers, equipment, and tools to enable the team to accomplish their assigned job

Perform technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems

Ensure logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints

Lead engineering teams with program execution

Mentor engineers on all phases of the Program

Create, review, and maintain critical documentation

Demonstrate strong interpersonal skills

Support the software department, software center, and software sector in day-to-day activities

Basic Qualifications

Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and 9 years of related professional/military software development experience, or a Master’s degree and 7 years of related experience

Leadership experience in Agile development (Product Owner, SCRUM Master, or team member) in an Agile environment

Experience with the full Software Development Life Cycle (SDLC)

Experience with Agile software development, object-oriented architecture and programming, software integration and testing

Experience with at least two programming or scripting languages (Java, Python, Go, C++, C#, PowerShell, VBScript, Bash, or KornShell)

Experience with Cloud technologies and service providers

Active in-scope DoD Top Secret clearance

Ability to obtain and maintain initial Special Program Access (SAP/PAR) prior to employment or within the timeframe determined by the company

Preferred Qualifications

Current approved PAR to applicable program

Advanced degree in Engineering, Computer Science, Computer Engineering, or other STEM discipline

Advanced technical management degree

Prior experience in engineering functional management

Proven leadership and strong interpersonal skills

Experience leading teams of 5-12 employees with on-time performance

Experience developing proposal inputs (task descriptions and basis of estimate)

Time management and organizational skills to prioritize across concurrent program and functional responsibilities

Experience with cost account management and task/resource planning

Advanced experience with databases (Oracle, MySQL, SQL Server, PostgreSQL, MongoDB, Redis, Elasticsearch)

Advanced experience with container management tools (Kubernetes, Amazon ECS, Docker Swarm, Nomad, Red Hat OpenShift)

Experience with application and container security

Experience with Machine Learning model development

Excellent communication, interpersonal skills, and ability to interface with all levels of employees and management

Experience with Java microservices, GUI applications, threading, object-oriented programming, design patterns, DDS messaging, web technologies, UML, SQL/NoSQL

Experience with Atlassian tools (JIRA, SonarQube)

Job Details

Salary range: $156,500.00 - $234,700.00

Relocation assistance may be available

Clearance: Top Secret

Travel: Up to 10%

Location: Rancho Bernardo, CA (on-site)
