Overview
Senior Backflow and Cross Connection Specialist positions perform field inspections of various buildings, facilities, fixtures and other property/equipment close to the point of delivery of City potable and/or recycled water services to ensure compliance with Federal, State and City cross connection regulations; conduct site visits and research construction documents, blueprints and schematics in order to determine degree of cross-connection hazard, optimal backflow prevention devices and its proper placement and/or recycled water use requirements; perform on-line research utilizing various data bases and resources; perform plan check services for commercial projects and recycled water sites to certify backflow and cross connection compliance; effectively communicate related requirements and processes to customers and other members of the public; generate a variety of memorandums utilizing personal computers; maintain automated information storage and retrieval systems in order to accurately and efficiently record inspection history, backflow device test results and other data; and perform other duties as assigned. NOTE: The following special salary wage increase is scheduled to take effect for Senior Backflow & Cross Connection Specialist: 5% effective 1/1/26 Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS). You must meet ONE of the following options: Associate\'s Degree in Backflow/Cross Connection Control, Water Treatment Plant Operator, Water Distribution Systems Operations, Wastewater Collection Systems, Wastewater Treatment Operator, Wastewater Technology Education, or Water Technology Education. Associate\'s Degree in any field AND a Certificate of Achievement from an accredited college or university in Backflow/Cross Connection Control, Water Treatment Plant Operator, Water Distribution Systems Operations, Wastewater Collection Systems, Wastewater Treatment Operator, Wastewater Technology Education, or Water Technology Education. Certificate of Achievement from an accredited college or university in Backflow/Cross Connection Control, Water Treatment Plant Operator, Water Distribution Systems Operations, Wastewater Collection Systems, Wastewater Treatment Operator, Wastewater Technology Education, or Water Technology Education AND one year of full-time experience conducting field investigations to identify, locate and test backflow prevention devices; inspect and identify potential cross connections to determine adequacy of water service protection; and review/interpret construction documents, blueprints and schematics to perform investigation of user sites. Two years of full-time experience conducting field investigations to identify, locate and test backflow prevention devices; inspect and identify potential cross connections to determine adequacy of water service protection; and review/interpret construction documents, blueprints and schematics to perform investigation of user sites. NOTE: City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered. CERTIFICATION: Possession of a valid American Water Works Association (AWWA) or American Backflow Prevention Association (ABPA) Certification as a Cross Connection Control Specialist is required at the time of hire. LICENSE: A valid California Class C Driver License is required at the time of hire.
