Overview The County of San Diego's Office of the Treasurer-Tax Collector is seeking an experienced and strategic financial professional for the position of

Investment Officer . This unclassified role reports to the Chief Investment Officer and is part of the Treasury Investments Division, with responsibility for coordinating investments for the County, special districts, school districts, and other local public entities.

Responsibilities

Research, monitor, and analyze investment credits and update credit reports to present to the investment committee.

Study economic and financial trends and market conditions for investment opportunities in fixed-income securities consistent with the County's investment policy.

Perform portfolio analysis and prepare periodic performance reports for the County's investment portfolio.

Coordinate with the Treasury accounting group on cash flow analysis and trade settlements.

Monitor and maintain the investment portfolio's AAA ratings, including monthly holdings updates and annual presentations to rating agencies.

Compile data and prepare a variety of analytical and marketing presentations to pool participants, rating agencies, and other constituents.

Assist with formulation and execution of investment strategies, policies, and asset allocation for the County Investment Pool.

Help prepare investment related requests for proposals and contracts.

Gather and analyze data using a variety of computer based analytical tools.

Negotiate the purchase and sale of securities.

Perform other investment related duties as assigned.

The Ideal Candidate The ideal candidate for Investment Officer is a strategic thinker and thrives in a dynamic, fast-paced environment. The ideal candidate will possess a professional history that demonstrates the following:

Professional experience in fixed income research or investment/treasury management.

Solid understanding of investment principles and practices relative to fixed income securities.

Experience in banking and securities trading concepts and in evaluating and interpreting credit, economic, and financial data.

Proven ability to develop and implement investment strategies focused on capital preservation.

Strong interpersonal skills with the ability to build collaborative relationships with internal teams, financial institutions, credit rating agencies, and public sector stakeholders.

Familiarity with California State Codes related to the investment of public funds and debt issuance.

Direct experience in fixed income securities; municipal finance, including bond issuance; investment banking, underwriting, and financial advisory services.

Demonstrated ability to work independently and take initiative, and manage multiple priorities, with exceptional organizational skills.

Experience in investment analysis, investment accounting, risk management or other investment related duties for public agencies or financial institutions such as banks, investment management firms, insurance companies, pension funds, endowments, trusts, or a securities dealer.

A master's degree in business or public administration, Finance, Economics or a related field is preferred.

Possession of a Chartered Financial Analyst (CFA) designation is also highly desirable.

Minimum Qualifications Three years (3) of experience that demonstrates the ability to perform the essential functions of the classification AND a bachelor's degree from an accredited U.S. college or university or certified foreign studies equivalency. OR a combination of experience and/or education as stated above.

Note: A master's or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency, may substitute for up to one (1) year of the required experience.
